According to him, the dialogue process should be conducted only with the compliance of 2/3 of the Parliament's vote, and that any other forms of dialogue development made it not legitimate and ununconstitutional.
“After the final agreement requires 2/3 of the Parliament's votes to ratify, then even the platform for dialogue is legitimate and constitutional only when approved by 2/3 of the vote in the Parliament”, Hoti has said.
Since current institutions, according to Hoti, have no political legitimacy to represent Kosovo in the dialogue, then there are two possibilities.
The first “, dialogue to develop after elections by legitimate institutions based on their constitutional responsibilities. Second, the formation of the comprehensive government, which wraps up dialogue and prepares the country for elections. In both cases, dialogue is conducted only with the compatibility of 2/3 of the vote in the Assembly”, the potential Hoti.
In any option, Hoti says everyone should have it clear that the territorial integrity of the Republic of Kosovo and the unitary character of the state are not negotiated.

He concluded by saying that the LDK has adopted basic principles regarding dialogue, and “we are willing to work with all political forces in front of those principles”
