Minister confirmed this through a Facebook post. Here is his decision and publication:
Dear citizens,
Today, I have made the decision that in all educational institutions of pre-university education in the Republic of Kosovo, complaints can be placed.
For implementation of this decision, I have been tasking the Municipal Education Directorate, while complaints boxes will be under the management of the Education Inspectorate for a transitional period (minute 1 year).
This decision, I have made in order to enable the preview of eventual complaints concerning irregularities in pre-university education institutions.
