Fearing that it might arouse discontent, Pacolli has continued his third term. Koha Ditore has secured some of the decisions that have been taken in recent months.
Meanwhile, sources within the ministry have been talking about irregularities and confrontations, which have accompanied the diplomatic reshuffle process. The noise is mainly made by diplomats linked to the experts of the ruling parties. The ministry, headed by Pacolli, has blamed the law on not offering efficient mechanisms on how to implement the rotation system.
Pacolli has not gone to the end of the definition expressed on the list of names of diplomats who were due to return to Kosovo by the end of August last year. Integrated personnel system, “A Minister, a minister of”, which is provided by law and regulations has not been put into effect for the strong diplomacy.
One of them is Fatmire Musliu, sister of PDK deputy Ganimetie Musliu. She has been in diplomacy for 12 years without a day's break and no days turned into MPJ. Musliu has been among the diplomats who had to return to Kosovo in August last year, after meeting the two mandates. But Pacolli has not returned, but her diplomatic flight has also accompanied her with promotion. He has done so in a single decision.
