Berat Thaqi of the GAP Institute shows that over 80 percent of capital projects are the continuation of last year.
The budgetary distribution also envisions large increases in wages and the pension system.

And the change in wages between the public sector and private is increasing the number of social schemes.
According to them, this budget will not help economic development, until even the budget sharing for capital projects has been made on party grounds.
Kosovo's budget for 2019 managed to be approved by Parliament deputies in the early hours of Sunday morning.
Out of 91 deputies, 65 voted in favour, without votes against or abstention.
Money from it can be used within 15 days, and the Commission's request for budgets and finance for the 2018 budgetary extension has been approved in the Assembly for February.
