So it was said at a public debate at the Media Centre in Caglavica, where it was discussed on the possibilities of reaching an agreement on normalising relations between Belgrade and Pristina.
Analyst Behlul Beqaj has indicated that without the first technical dialogue agreements being implemented, there can be no second agreement. According to him, the reason the final agreement is very difficult is the Serbian president's statements, saying that in any agreement the people should be asked.
Beqaj said the alleged agreements between the two states are far from the political will of the two states. He considers that opening border correction has depreciated all efforts to implement preliminary agreements.
“Border correction policy is of those who have failed within the”, he said.
From the non-governmental organisation “Structible” spoke to Miodrag Milicevic, who said that even though some of the agreements have not been fully implemented, they have contributed to ease tensions between Serbian and Albanian citizens and to have easier movement of people and citizens.
It had several requirements to be implemented by the first agreement between the two states.
The first question to be implemented has been the founding of the Serb municipal community, as this has not been implemented. The next issue concerns the telecommunication agreement and freedom of movement”, he said.
Despite this, he added that there may be a second agreement under these conditions, but it must be known in what principles should be realized.
Milicevic also spoke of the possibility of partitioning Kosovo, or exchanging territory, where he stressed that if there are divisions, Serbs living in the south will not be in a greedy position, as he says he would lose all institutional rights.
Political issue recogniser Ramush Tahiri has said that some principles must first be defined on which level the dialogue should be realised and the agreement reached.
According to him, the agreement to be valid should be accepted on the basis of constitutionality and to be equivalent in both states, as no issue can be imposed.
He spoke and of past agreements, according to him there were over 33 agreements and a part of them not realised. Tahiri, stated that the lack of this is that parties interpret these agreements differently.
While journalist Zivojin Rakochevic said the real state of relations between Serbian and Albanian citizens living in Kosovo should be seen first.
According to him, the final agreement cannot be reached when citizens' life problems are present in every city where Serbs live.
He said that the possibility of partitioning for Serbs outside northern Kosovo is the worst possible solution.
