Among them is insufficient political attention, writes Koha Ditore today.
Despite this, the minister monitoring the implementation of the SAA has said not to be sustainable a conclusion the paper has given to Demush Shasha, former general adviser of this ministry and now executive director at the EPIK institute.
According to him, only 21 percent was the level of fulfillment of the PKZMSA by September 2018.
The ministries have said to be collecting data from implementing institutions for the final report on implementation of the Programme during 2018. Based on a written answer, the expectations this institution has are for the implementation rate to reach 60-65 percent. This is a level similar to the previous year.
