While, the prime minister, Ramush Haradinaj, reiterated that the tax will not be removed in any way until Kosovo and Serbia have final agreements and mutual recognition.

It is noteworthy that the main leaders of Kosovo institutions accepted another letter yesterday from America.

Even this, like that earlier, requires tax removal, until it warns of the first rifts in Kosovo's friendship.

US Ambassador to Kosovo Philip S Costnett handed it to the country's president, Hashim Thaci, letter from Mattthee Palmer, Deputy Assistant Assistant Secretary of State, Deputy Assistant Secretary of Defence Laura Cooper and Europe Affairs Director at the Council of National Security, John Erath.

The dramatic letter, conveyed by the US ambassador, signed by the three senior personalities, confirms the serious breach of relations between Kosovo and the US.

Original letter:

Dear President Thaci: Dear Prime Minister Haradinaj: Dear Prime Minister Wessel: As President Trump has written in his letter in December 2018, this is the moment of the possibility of Kosovo, normalising relations with Serbia to take an important step towards Euro-Atlantic integration, as well as advancing as a stable, prosperous and secure country.

Since then, we have expressed our concerns that certain actions, including taxing Serbian and Bosnian products, could jeopardise that goal.

These actions undermine the possibility of the United States of America continuing to co-operate with you in a wide range of common objectives. After we saw that our demands to suspend the tax were not taken, we have decided to take steps that will demonstrate our concern, including our partnership in the field of security.

Initially, we have decided to cancel General Orr's scheduled visit from the IOE National Guard to Kosovo. His visit was meant to focus on bilateral co-operation in the field of security. In view of your government's useless actions, it would be inappropriate for such a visit to take place.

We will look carefully at the other aspects of our cooperation and consider whether they too will be reduced/cut short. Kosovo has no better friend than the United States. We have worked for so many years to realise a future for the people of Kosovo, so that they may live as they have chosen, in peace. Kosovo's freedom struggle has remained in the minds of Americans.

Thousands of American diplomats and soldiers are personally involved in efforts to build a future for Kosovo. It is amazing that after all we've done together, Kosovo appreciates our friendship as low as ignoring our advice.

The United States continues to be willing to help Kosovo reach a comprehensive and normalised agreement with Serbia, which would focus on mutual recognition, which would be implemented, long-term and better on both sides. In the last 20 years, this has been an unattainable goal.

While still difficult, it is a way to take so as to reach the security and prosperity that the future holds. Our goal is to see Serbia and Kosovo as well, to act responsibly and to return dialogue. The first step toward that purpose would be to suspend the tax.
