The draft draft bill-Platform gives blow to President Hashim Thaci's idea of restructuring the borders. In the draft platform, which Telegrafi has provided, it is clear that Kosovo's sovereignty is undisputed.

The negotiating team in this draft-platform has cited 11 main principles on which the Kosovo-Serbia dialogue will be developed and the agreement with Serbia is expected to be reached.

These principles, besides the issue of Kosovo's sovereignty, also mention the issue of the dead.

It also stresses that the final, comprehensive and legally binding agreement must be clear and non-conceptional.

Here we bring you full principles and their content:

principle 1, stresses that the main goal of the Republic of Kosovo is to ensure clear recognition and recognition of Kosovo's sovereignty as an independent state, with legally binding pledges:

(a) cease all activities that undermine the Republic of Kosovo on the road to international recognition as an independent and sovereign state;

(b)respect the sovereignty and territorial integrity of the Republic of Kosovo;

(c) to lift hands from opposition, or influence on third parties to oppose, any application from the Republic of Kosovo for membership in international organisations including the United Nations, the European Union, the Council of Europe, the OSCE, and their agencies; and

(d) to remove the hand from all forms of intervention in domestic affairs or international relations of the Republic of Kosovo. The Republic of Kosovo believes that this is the only effective way to promote co-operation between the two states, to achieve progress on the road towards the European Union and improve the lives of citizens, as provided by the UN General Assembly Resolution of September 9th 2010.

Principles 2 Clearly, there is no agreement on anything until there is no agreement on everything. As noted in principle 1, mutual recognition must be the primary result, writes Telegrafi.

principle 3 According to this platform, it says: The constitution of Kosovo, which has demanded obligations issued by the Ahtisaari Plan, is not open to negotiation. This plan marked the closure of a process of negotiations authorised by the United Nations for Kosovo's final status and received the support of the majority of the international community as the final solution. The plan explicitly expresses what is required by both sides for achieving a just solution, imposing a series of concessions on the Republic of Kosovo to provide guarantees for community rights in Kosovo, particularly the Serb community. Kosovo has devoted all provisions of the Ahtisaari Plan.

principle 4: The political objectives of the Republic of Kosovo in the dialogue process are aimed at resolving all open issues with the Republic of Serbia, including:

(a) The removal of all remaining obstacles to the independent exercise of sovereign competencies of government, in line with the principles of non-intervention and non-intervention;

(b) The advancement of the rights of the Albanian community living in the Republic of Serbia, in full reciprocity with the Serb community in the Republic of Kosovo;

(c) Promoting respect from all parties of international human rights and refugees, along with relevant international standards of democratic, accountability and transparent governance; and

(d) Establishing appropriate mechanisms to address war crimes, human rights violations and humanitarian law, including whitelighting the property's fate, as well as reparation.

principle 5: The final, comprehensive and legally binding agreement must be clear and meaningless. The exercise shows that the approach of a constructive two-continence has resulted in the asymmetric implementation of agreements reached so far. This practice can result in stagnation and eventual disagreement. Dialogue must continue until both sides share a common meaning and interpretation of what is agreed upon.

principle 6: Any final agreement should be fully in accordance with the Constitution of the Republic of Kosovo, which envisions that “sovity and territorial integrity of the Republic of Kosovo is incompatible, irresistable and inseparable and is protected by all means defined with this Constitution and by law” (Nony 2k2) Kosovo's territorial integrity is also guaranteed by international law.

principle 7: There cannot be another level of governance in the Republic of Kosovo except the local and central level. The Republic of Kosovo is committed to respecting the Constitutional and Ahtisaari Plan provisions for inter-communal co-operation, but these provisions cannot result at the next level of governance.

principle 8: In line with the Constitution and its laws, rights on natural resources and assets which are on the sovereign territory of the Republic of Kosovo are exclusively of the Republic of Kosovo, and are therefore not open to negotiation.

principle 9: In the Republic of Kosovo, the final, legally binding agreement comes into force, only after meeting the following conditions a) Serbia has recognised Kosovo as an independent and sovereign state, b) referendum on the agreement currently held in Kosovo, and c) the agreement has been ratified by the two states' frameworks.

principle 10: Before agreeing on the format and flow of the dialogue process, the Republic of Kosovo will seek measures to build confidence from the Republic of Serbia. These measures include:

(a) The pledge that, under agreement on all other issues, the Serbian delegation has the authority to agree on principle 1;

(b) The Republika Serbia pledge that it will immediately cease all diplomatic activities or other activities intended to prevent or undermine Kosovo's recognition by other states during the time of dialogue, and that it will refrain from opposition, or from encouraging other states to oppose, Kosovo's continued application for membership in international organisations.

principle 11: In exercising his mandate, the State Delegation will operate on the premises as follows:

11.1 Transparency: The delegation will provide regular public and parliamentary information on the performance of dialogue.

11,2 Stress: The negotiation process will develop in that way to enable representation of the interests of all Kosovo citizens. There will be a broad composition of the State Delegation, the parliamentary supervisory commission and other bodies involved in the process.

11,3 Access: For those interest groups not represented, the State Delegation will create a contact mechanism to enable effective participation in the process. Such views and suggestions will be taken into account and made public.

11,4 Political Consensus: Every time possible, negotiating positions should be taken in political consensus among parliamentary parties.
