Through a Facebook text, Besnik Bislimi said that before entering the October 6th race, it was clear that there would be no winner with 51 deputies, and that the race was close.
Before entering the 6 October national elections, each political subject has had it clear from the start that the race will not produce any absolute winner that secures the majority of 51 MPs. Just as they knew the race would be too narrow, maybe the closest to the short history of parliamentary democracy in the country. The only uncertainty could exist around the ranking of political subjects, according to the number of votes and relative power of each. In this tight race, the only goal of the contestant subjects has been to do everything possible to get even 0.1% ahead of others. And to achieve that goal, each political subject is focused on three elements of the electoral bid: the candidate for prime minister, the governing programme and the quality of the MP list. This implies that each political party has had it clear that this political race, even though it has been for the Kosovo Assembly, in fact its primary focus has been on implementing the government programme that falls to the country's executive”, he says.
He adds that the difference between subjects has implications also on forming institutions, but, their ranking, anyone who comes out most voted, must have been primary.
“in such an environment, of course, that the difference between participating subjects has implications on the formation of institutions, but their alignment (no matter what the differences) seems to have been primary. The relative winner is the winner, even if there is only one more vote. And since the whole race has been brought about achieving this relative winner's position, it's only logical that this status implies then the consensus of importance in adopting political power. With the constitutional court's ruling in 2014, it has been determined that the benefit of being a relative winner is first manified in two key positions belonging to the winning party -- the prime minister's position and that of parliament speaker”, he adds.
The first VV deputy chairman says voters had been clear to subjects who wanted to represent him by announcing the VV's winner by a 15 thousand-vote margin with LDK.
Bislimin has mentioned the progress made to co-ordinate the governing programme, has confirmed that the president's position is the part where the two leaders are not reconciled.
For the moment, it seems that negotiations have stalled, because uncovered requests have been issued on the table, but I am very optimistic that this too will be overcome with caution, and the country will become very soon with institutions that have voted and demanded”, it adds further.
In the end, he has also forwarded a poll to the LDK, in case the election option is put on the table of discussion, where it says that if this scenario occurs, Vetevendosje could come up with over 40%.
