After some protests held against the Ministry for Culture, Youth and Sports Administration's shift from official object to a private facility with a huge monthly fee for rent, it seems they went to deaf ears.
The outgoing MKRS minister's cabinet is preparing the relevant documentation and inventory for relocation to the private object. This was made known by the Protection Organising Council, which said this is being done without any administrative procedure and contrary to the law.
The Culture Ministry will be moved to a private facility, where it will pay 41 thousand euros in rent a month.
It is unprecedented that the assets of the MKRS are being shifted from non-competitive persons who no longer have institutional responsibilities and without the knowledge of the administration service. Let this be judged on its own by the opinion of what” means, their communiqué says.
They have also said that outgoing Minister Kujtim Gashi's mandate was legalally completed on November 27th, following the official Certificate of the CEC.
“Following the CEC official list, Mr. Gashi has been elected MP with what ends with the commitment to the quality of the minister in office, according to Article 70 points 2 of the Kosovo Constitution, in which it clearly stresses that the MP's mandate begins with the Certificate of the election result in connection with Article 72 ] the irreconcilability of the MP's office. To that end, we are aware that there is a legal interpretation by the Prime Minister's Office of Office in 2017. His every move after November 27th 2019 is contrary to the Constitution of Kosovo”, said further in the communique.
The Protection Organising Council also called on the staff of the outgoing minister's cabinet to stop any action they are taking to shift.
This constitutes illegal action that violates the institution's wealth and property without mandate and authorisation, as private persons, it is punishable. On the contrary, we call on relevant law enforcement institutions to investigate and prohibit actions in question, as the COP communiqué concludes.
We remember that this shift of staff of the Ministry of Culture, Youth and Sports from the current object is to launch a seat for the Kosovo Presidency. A few days earlier, however, such a request was temporarily suspended. /
