Haskuka reacts after an indictment against his directors

According to Haskuka if this act is taken as a base, no person will now agree to be a member of the commissions, and that means that in the future not only the Prizren municipality but all the country's institutions will be blocked in their work.

Since receiving the mayor's mandate, the Prizren municipality has been blocked by institutions that had to be facilitators of the municipality's work. Such an attempt to block the work of the municipality is also the last case that has appeared in the media today.
After watching the case, we find that a process “ADMINISTRATIV” which was under Law No. 04/L-144 for submitting to Exploitation and Submission of the Communist Realty Property, with announced public criteria, in the pre-term, with transparent evaluation criteria, with members of the Commission who were voted by the Communist Assembly without any evidence of abuse, stands up falsely because they made their assessments at the commission.
This makes it clear that this indictment has been made to prevent the work of Prizren's municipality. From now on, each member of the commission will be at risk for the assessments it makes according to the criteria. So the particular paradox is that members of a commission are charged without any evidence that has respected the announced public auction criteria. If this indictment is taken as a base, from now on no one will agree to be a member of the commissions, and that means that in the future not only the Prizren municipality but all Kosovo institutions will be blocked in their work.
Moreover, the accusation, besides basic logical errors, also has conceptual errors. The Public Property Exploitation Commission for Exploitation on “transparence” has been voted by the Assembly and, besides the directors, there are also asganists and members of civil society. So it's all those who cooperate with the municipality that may be the potential target for their work.
In the case of the prosecutor deliberately or unintentionally, he does not stress that Article 3 paragraph 11 of the Law No. 04/L-144 for Exploitation and Exchange of the real estate envisions that <x0); the beneficiary be selected at the price, and in specific cases other criteria defined at auction”. Therefore, the Prizren municipality takes into account the fact that the establishments, which have been given in exploitation, are located at the Prizren Historical Centre, have made certain criteria, as provided under the law.
Based on assessment of the criteria and the price have the winners been selected. In the case in question, there are no remarks regarding the evaluation process. So, the commission did the job according to the criteria.
If these criteria were wrongly established, the parties who claim that the municipality has violated rights and has not implemented the Law and administrative guidelines have had legal opportunities for their rights to defend in administrative and judicial procedures, without the need for this issue to be subject to scrutiny by the State Prosecutor.
The disgruntled side has not used all legal means seen by law for protecting its rights in administrative procedures, and has not particularly opened administrative conflict, but has addressed the prosecution.
The prosecution is not a competent organ that estimates whether these procedures have been applied correctly and whether the offers are valid. The prosecution is to assess that in this case any members of the commission have eventually committed criminal acts, where it would initially have to provide convincing evidence that any of the commission members or their relatives have benefited from their actions as commission members.
Since the prosecution has not even stressed that any of the commission members have benefited, how could it be concluded that they have committed the same offense?
So here an administrative case is being handled as a criminal offense. But in Prizren it is not the first time that the Prosecutor bans the Communist administrative actions by illegal actions. In us, inspectors are persecuted because they implement the law and destroy objects without permission, until officers without written decisions ban inspectors in carrying out their official duties, and after 24 hours do not hand in decisions that have blocked the municipality. And instead, they go to press conferences. On the other hand, the Court of Criminals intervenes in the court's decisions, hearings for indictments handed over to the municipality are not held for years, while indictments of the parties against the municipality end in record terms.
Surely even those who have written the constitution have thought that there might be individuals who might abuse the justice system, so they also predestined in Article 3 that “anyone charged with criminal acts is supposed to be innocent until his guiltyness is testified to, in accordance with the” law.
Hopefully there is little dignity in these institutions that rather than justice perform the role of the non-progressal political opposition in Prizren.
Otherwise in one of the interviews I was invited to the investigator, one of the investigators apologized to me, reasoning that they are under constant pressure to file charges against me, so every decision of mine is investigated. Their plan was to press charges against me in as short a time as possible so that I can resign and that Prizren will return to those who have choked the city.
Unfortunately, while those I'm in front of don't scare me, much more painful is the beatings that come from the back of those I entrusted with my back.
