New elections if no Assembly is constitutionalised

Since elections were certified by the CEC, we still don't have a new Government, even though this was said by the VV and LDK that it would happen once the election results are official, but what does it expect Kosovo unless the Parliament is constitutionalised, within a deadline? But what does Kosovo expect if the Parliament is not formed, within the deadline?
Recognition of the Kosovo Constitution, Mazum Bayraliu, has said that if the Parliament is not underised, then it is taken to new elections.
The Framework Constitution deadline has begun after the certificate of results, while the first two VV and LDK subjects cannot agree on ministerial posts, thus forming the new Government.
If the Assembly is not implemented within this term, then according to the constitutional provisions, after 40 days it goes to the elections”, Bajraliu says.
He says that within that deadline, unless the Parliament is formed, the president certainly proclaims the elections.

Likewise, Bajraliu says the president is right, according to the Constitution, in case the new government is not established in the first attempt, in consultation with other parties, to announce another candidate for prime minister.
It is noteworthy that the CEC has certified results by November 27th.
