He cited climate change as an example of the need for new orientation.

Asked what kind of policy the new EC would protect in relations with Russia, Borrell said a part of EU member states want normalisation of relations, while others oppose it.
It is clear that only sanctions do not function, as they are not foreign policy. Foreign policy should be broader than sanctions themselves. But we must agree on that, which is not easy in this situation, considering that they are for immediate normalisation and others for them to remain as they are”, Borrell said.
Asked who, indeed, is responsible for foreign policy in the EU, he or the most powerful member states, Borrell said he is at the helm of the EU's common foreign policy, which, as he added, exists together with national foreign policies.
A day, I don't know when this will be, the common foreign policy will become unique. This will not happen soon... members with greater capacity also have an initiative in this direction. I am satisfied with this, but my task is to build a common foreign policy and a common approach, although we know that in some cases it is very difficult, as some issues cause division,” said, among other things the new chief of European diplomacy.
