Even this year, poor performance in education is emerging as a result of not building new reforms, as well as politicising the education dictatorship.
Dukagjin Popovci, education field expert, told IndexOnline, that the reasons that make our country very bad in this area are noncalculation and poor responsibility that many legislatures have shown in this regard.
These results are disappointing, but they're also expected, they're at the 2015 score level, with very slight improvements in reading and math scores and I consider that no substantial change has been made within the education system, which would bring better results. During this period these children have started learning with the same programs and textbooks as children of the early generation and have faced an educational system where there is no responsibility and accountability, which affects the performance of students. Schools are not receiving any support from anyone for the quality of teaching”, Popovci said.
He says that promises, as well as realising wage increases for people who work in education, were made in time of campaigns where, according to him, this increase has not affected the quality of education.
He says preparations for test P ISA must take place on annual and non-week basis, as have been done so far.
I think there have been and continues to be politicisation in the education system, especially in employment, but politicisation has also had in implementing legislation when it has to be implemented. Governments have preferred that in the time of campaigns, or parties to promise pay increases, which have then come true as electoral promises with no single effect on the quality of education, even leaving schools with less budgets for teaching materials that would affect the rise of quality, that is, politicisation is done in this form, and then we saw last year's strikes of how much political intervention has taken place until the law was approved for salaries, because nobody thought the quality work. Test PISA 2018 in Kosovo was held from April 11th to May 5th, where 5 thousand and 370 students from 211 schools from all over Kosovo have participated.
Unlike incumbent Education Minister Shyqi Bytyqi, after publishing these results, it has indicated that Kosovo this year achieved progress in the field of reading and mathematics.
