A visa decision could be made in December

Institutions this week for two days were officials of the delegation's visit from Germany, namely the Federal Ministry of Internal Affairs, Construction and Homeland, on the issue of visa liberalisation.

The meetings were held without media presence, while only one communique was issued for holding meetings.

Although the position of participants in the communique is not made clear, they have reportedly praised Kosovo's approach to the European Union as an important step.

In this regard, the executive director of the organisation “; arise”, Arton Demhasey, has told Online Economy that the visa liberalisation issue has remained in the political decision making, which is taken up by the European Council.

Political analyst stressed that in December the visa decision can be made, all if the Council makes a decision with 2/3 of the pro-free visa members for Kosovo, then only the technical process of when to go into effect remains.

The proposal for meeting the visa liberalisation criteria has come officially from the European Commission, as well as through voting in the European Parliament through the passage of the European Parliament commission on the visa liberalisation issue. Kosovo has met the required criteria for visa liberalisation. But the process has remained with political decision-making taken through Council”.

“This has been delayed due to EU elections and until the establishment of new institutions. What remains is the issue of lifting visas for Kosovo to enter the Council agenda and then the Council will make a decision that 2/3 of the member states that make up 2/3 of the EU population. For the decision to be made for the lifting of Kosovo's visas and then the technical preparation process on when the date is set when the decision entered into force”.

Demhaya has announced that the government is prepared with some actions that should have been taken after the decision. He also stressed that if in December the European Council puts the visa liberalisation issue on the agenda, it could then be a decision on Kosovo.

Kosovo has priority in the technical process after the European Integration Ministry and Government have taken certain actions that must be taken after the decision. It has, in effect, begun to deal with that process of informing citizens and all about the visa liberalisation process. The important thing is now to issue the decision on the part of the Council, where it decides that Kosovo will be removed from visas on a certain task date”.

If in December it could follow the council's meeting and put the visa liberalisation issue into the agenda, then it could happen to me that at this meeting, after a decision on Kosovo regarding the visa issue. That decision could materialise and function from a specific date that could be 2020 in April or June, since until 6 months it takes time from decision”, Demhasaj said.

This co-operation process has started following Prime Minister Haradinaj's request, that the German state -- namely, experts from the Interior Ministry -- visit Kosovo to see the job done in reality.
