The 65-year-old, named Rasmussen Awad, was arrested in an attack Monday near the town of Azaz, officials said, the BBC reported.
Turkish officials, quoted by numerous media, said the arrest could provide valuable information to the IS.
Baghdad killed himself during an attack by US Special Forces on his complex in northwest Syria last month.
His death was hailed as a victory for US President Donald Trump, but critics argue that the IS remains a security threat in Syria and more.
A Turkish official told Reuters the Reuters news agency that arresting Baghdad's oldest sister could help shed light on “the internal operation of ISIS”.
Little is known about Baghdad's sister and the BBC has yet to independently verify the identity of the arrested woman./Periscopi/
