State report. Consul Harry Lamb sent the Foreign Ministry in which, among other things, it says:
... Serbia's government has given free arms to Albanians in Kosovo to fear and kill local Serbs in order to create an excuse to intervene militarily by accusing Albanians of killing and slaughter the Slavic population in Kosovo...
