The ombudsman institution has announced that the Law for Public Officials has nothing to do with the public sector wage issue.
As the statement reports, the Ombudsman says the request he submitted to the Constitutional Court on November 8, 2019 for assessing the constitutionality of the Law for Public Officials, which on November 19th 2019 and that the Constitutional Court has decided on demand and has approved the provisional measure in duration until February 28, 2020, has nothing to do with the Law on the Plate in the Public Sector.
This institution has clarified that the wage issue is regulated by the Law on Salaries in the Public Sector, which will take effect on December 1st, 2019.
The Constitutional Court has reviewed and decided on the provisional requirement, without prejuding the acceptance and credit of the ombudsman's request, has approved the provisional measure in length until February 28, 2020, and has immediately suspended the total implementation of Law No. 06/L-14 for public officials, at the same time”, says the announcement, sends the news.net.

Pristina, November 20th, 2019 -- the ombudsman, on November 8, 2019 -- has filed a request to the Constitutional Court for assessing Constitutional Constitutional Constitution. 06/L-14 for public officials.
Law No. 06/L-14 for public officials gives the Government of the Republic of Kosovo competencies for establishing the legal basis for employing public officials in the institutions of the Republic of Kosovo, including public officials in independent institutions, as well as other subjects in the public sector, regardless of the constitutional status specifications of these subjects.
The ombudsman in his request to the Constitutional Court has assessed that Law No. 06/L-14 for public officials has not taken into account the fact that different subjects in the public sector, organisational, functional and activities are specifically regulated, in accordance with the Constitution of the Republic of Kosovo and with their organic laws. Along with a request for assessing the constitutionality of Law No. 06/L-14 for public officials, the ombudsman has also called for the deployment of the provisional measure for the immediate suspension of controversial provisions of this law.
On November 19, 2019, the Constitutional Court has reviewed and decided on the provisional requirement, without prejuding the acceptance and credit of the ombudsman's request, has approved the provisional measure in length until February 28, 2020, and has immediately suspended the total implementation of Law No. 06/L-14 for public officials, at the same time.
Because of the public's great interest, the ombudsman announces that Law No. 06/L-14 Public officials have nothing to do with the public sector wage issue and that the salary issue is adjusted to Law No. 06/ L-111 for Salaries in the Public Sector, which will take effect on December 1, 2019.
As far as Law No. 06/ L-111 for Salaries in the Public Sector, the ombudsman has accepted a considerable number of complaints, which he is considering. The ombudsman will inform the public in time of any action he will take regarding the Law No. 06/ L-111 for Salaries in Public Sector.
