Six days have passed since the former head of this institution, Shpend Maxhu, has resigned, while there is still no new appointment decision in this position.
And under the Law for the Kosovo Intelligence Agency (AKI), Article 5, the president of the Republic of Kosovo, together with the prime minister, appoints the AKI director within 20 days of work from the day the position remains at large.
So, according to this law, there are 14 more days remaining until the appointment of Maxhun's successor.
Political analysts and security science professors do not believe the AKI chief's issue will be resolved within the mandate set by law due to the non-reformation of the Government of Kosovo.
Political analyst Blerim Vela, told Online Economy, that he does not believe the new government will be established within this time, to choose it in the 20-day term the new chief of AKI.
It is now questionable whether both the prime minister and the president will use this opportunity to make such a appointment after the new government arrives, but they have 20 days. I'm not sure that within 20 days the new government will be established. So if no appointment happens within 20 days, the next person to be appointed will have a full five-year term. So it remains to be seen by the actions of these people if they make an appointment within this period when it is not the new Government, then it could be part of a broader political calculator that becomes”, Vela stressed.
While, Security Science Professor Avni Islami says the outgoing prime minister along with the president should not choose the next AKI chief, as the new government should.
“Under the circumstances created, outgoing Prime Minister Mr. Haradinaj, it would not have to take such a step, to make the choice together with the president, because a new Government will now come where it is known that each new government has its own plans, so national security in its own”, Islami said.
He further added that with the formation of the new government, the director of AKI must be elected as soon as possible.
Now, at this time, the top inspector is expected to be elected as well because I have two hot spots left for the institution that is creditable and reliable. I think it should be as soon as possible to elect the director and chief of AKI, given the moment when the AKI director, according to the AKI law, has to be elected in 20 days next”, Islam said of Online Economy.
He believes the new government will soon be formed and the president together with Prime Minister Kurti will also elect the AKI chief.
