Today, a government meeting of Haradinaj is due to be held in the move to make some decisions on re-regarding the means, as provided by law.
However, the challenges in this regard remain enormous, as it is becoming a full month from holding the October 6th snap elections, and even further from having no certificate of results, constitutionalisation of the Assembly and formation of the Government.
The VV and LDK that came first in this election are continuing meetings in working groups, while the CEC has not yet accomplished all works.
But how much will Kosovo cost a further crawl of this process?
Economist Armend Muja declared for Periscope that “erification of election results must be completed by November 14th! ” So we have 10 more days.
The next step is that President Thaci called for the first meeting to be dedicated to the Kosovo Parliament's VII legislature, and for that it is 30 days long. If he does not call in 30 days he commits constitutional violations and may leave his office.
However, other procedures follow. The president is just giving the warrant for prime minister, Mr. Kurti, the possibility of forming government within a space of 15 days.
Muja stresses that Kosovo should have functional Government before the December holidays, even though it does not express whether such an opportunity exists taking into account all the time wasted.
All government budgetary arrangements for 2019 expired on December 31st, 2019. As a result, it is important that the Government adopt the Budget Law during January 2020. On the contrary, capital projects remain unfinanced. Mr. Muja further says,
He adds that since the Government is the biggest spender in the market, it should continue spending in order to avoid the lack of liquidity in the economy and that it would seriously cost our economy.
Armendi Muja has also spoken about the programme of two parties wanting to form the post-election government coalition, saying their promises are not expected to live until next year's fiscal year.
However, even for life in the next fiscal year, they must hurry to take the legal deadlines.
