Change thematics of forming the V coalition V-LDK

The 6 October parliamentary party's winning party, the Vetevendosje Movement, could be put before the option of changing formula and math numbers concerning the new ruling coalition. Such a need is believed to be dictated by the fact that after the annulment of thousands of votes deemed invalid, the Initiative coalition [...] is now under way.
Such a need is believed to be dictated by the fact that following the annulment of thousands of votes deemed invalid, the now Social Democrat Initiative coalition, the New Kosovo Alliance and the Justice Party can secure six seats in the future composition of the Kosovo Assembly.
This change makes Vetevendosje and the second party the Democratic League of Kosovo with four deputies less in the new composition of the Assembly. In view of this fact, Vetevendosje is trying to make within the framework of the parliamentary majority, along with the possible coalition with the Democratic League, to include whether within its own parliamentary group or within the new coalition, even MPs from the ranks of non-Serb communities.
According to the new election result, which is being generated by the re-counting of votes -- even though not yet final -- political analysts now predict the new Government of Kosovo will be able to form the Vetevendosje Movement as the winner of the 6 October parliamentary elections with the political subject of the Democratic League of Kosovo and the 10 deputies of non-Serb communities.
These political subjects, analysts say, manage to get the necessary number of MPs for creating the new government even if the Social Democrat Initiative coalition, the New Kosovar Alliance and the Justice Party are not included in the future ruling formula.
Two other parties expected to remain in opposition are the Democratic Party of Kosovo and the Alliance for the Future of Kosovo. Meanwhile, the Serbian List, which according to the current result has won 10 mandates from the guaranteed seats for the Serb community, remains unclear whether it will be in the government or in the opposition.
Arton Demhay from the Organisation for Democracy, Anti-Corruption and Dinjitia re, says they are the potential to reach the next government is through political forces Movement Vetevendosje as the winner of the elections and the Democratic League of Kosovo as the second political force.
“In the case of complaints made in PZAP and the recounting of several seats and the elimination of votes coming from Serbia, where the Initiative potentially exceeds the threshold and entered the Assembly, still the potential remains to create the VV government and LDK, as VV can have 29 deputies, the LDK can have 28 and the union of these two forces reaches the number of MPs somewhere around 55, including the number of 10 non-Serb communities that have 10 deputies, creates a majority of 65 deputies without problems that can create the government, 148m).
For the formation of the Government of Kosovo, at least 61 votes in the assembly are necessary. To secure the votes needed for the new government, the winning subject of the elections, in this case the Vetevendosje Movement, except the Democratic League is believed to count on the post-election coalition to build up even with non-communal communities.
Representatives of non-US communities in Kosovo say they can be included in the future coalition, but some of them demand that as part of the agreement they are secured a ministerial post in the new government. The inability to form the government only by Vetevendosje and LDK, which targeted a 12- ministry government, now brings back the option of a government with more ministries, as the largest number of parties in the coalition is believed to dictate the number of ministries.
Rasim Demiri, deputy elected by the coalition Vaca and acting minister of Regional Development, says this coalition belongs to the minister's position, since, as he says, it is a subject who has received the most votes compared to other non-Serb parties.
In a proposal for Radio Free Europe, he said that so far they have held several meetings with the Vetevendosje Movement and the Democratic League of Kosovo.
There is nothing concrete at present. Although we will not give up the minister's position, since Vacat has received the most votes. So far, there has been an unwritten rule that the party that wins mostly votes from non-Serb communities has been given the post of minister. I hope that this time again the future prime minister will consider these votes and we certainly expect a position of Minister”, Demiri said.
This coalition has won two mandates, but the other elected MP Duda Bale after the elections has decided to withdraw from this coalition and has warned it will operate within the parliamentary group 6 plus.
On the other hand, even the Turkish party in Kosovo, the KDTP, which has two deputies, targets the minister's post. The party's newly elected leader, Fikrim Damka, told Radio Free Europe that will seek a ministerial post again, but added that it is important for them to have more representatives in institutions.
“So we will not condition government creation with the position of minister”, he said.
A minister's position in the new government these days has also spoken of Emilia Rexhepi from the new Democratic Party of Bosniaks, saying ministerial post must belong to the Bosniak community.
The minister's ambition also includes Veton Berisha from the Egyptian Liberal Party. He said on Monday, however, that the election result should be expected.
Arlind Manjuk from the Vetevendosje Movement has told Free Europe Radio that they are focused on building the ruling coalition with LDK, but that there is the possibility for co-operation with non-Serb minorities as well. According to him, Vetevendosje is to have no coalition with parties in the Initiative coalition. - AKR and PD.
According to the final results of the Central Election Commission, the winner came out the Vetevendosje Movement, which on that result had secured 32 seats in the Parliament, followed by the Democratic League of Kosovo with 29, the Democratic Party of Kosovo with 25, the Alliance for the Future of Kosovo and the 14th Social Democrat Party with the 10th Serbian List and parties of non-Serb communities with 10 seats. But, with the new election result, following the annulment of votes considered invalid, Vetevendosje now reportedly has 3 deputies less, 29, LDK 28, respectively. PDK 24 and AAK 13 deputies. Meanwhile, the Initiative coalition, AKR and DP will have 6 deputies.
Arton Demhay from the Organisation for Democracy, Anti-Corruption and Dinjitia re, believes that by the beginning of next year Kosovo will have the constitutionalisation of new institutions.
“By the end of this month, the recounting of the deployments could be completed and possibly by the first week of December we could have the certificate of elections by the CEC, if this happens in mid-December, the assembly with its organs can be introduced and then formal procedures on the part of the president to give the official nomination of government and possibly early January . .
In the past after the elections, the constitutionalisation of new institutions in Kosovo has usually faced difficulties. Following the 2017 elections, creating a parliamentary majority in the Kosovo Assembly had been a real challenge for then-June 11th winning coalition, dubbed the coalition. The PAN, which had separately included the Democratic Party of Kosovo, the Alliance for the Future of Kosovo and the Initiative for Kosovo.
The coalition was managed to be created after three months by holding elections.
A longer time for the establishment of new institutions had occurred in the 2014 parliamentary elections. At the time, the ruling coalition between the Democratic Party and the Democratic League of Kosovo was managed to take place after six months of holding elections.
