PZAP accepts large number of appeals, complaints about parliamentary elections

“The Electoral Panel for Anxiety and Parashtre ʹ PZAP, has so far accepted 86 appeals and 269 complaints. A total of 355 appeals and complaints. 86 appeals have been accepted before the election campaign, 3 complaints have been accepted before the launch of the official election campaign, 140 complaints have been accepted during the official election campaign, 104 complaints have been accepted during election silence day and election day dealing with breaking election silence”, Descu indicated.

He said they have accepted 22 complaints with the date 7.10.2019 with allegations of irregularities on election day.

Descu told of the nature of appeals he has accepted in PZAP.

“Appeals Nature is: 1. Do not name members of the KEC's KCZ. 2. Pull from the list of candidates of political subjects. 3. For not joining the final list of voters outside Kosovo. 4. CEC Guide Opposition. 5. Don't name the KEC KVVs. 6. Appeals due to misuse of the name of the Political Subject”.

Also in the statement issued on Telegraph, Descu also pointed to the nature of accepted complaints.

“1. The complaint about making an early election campaign. 2. The complaint about election fields. A) Set up posters in public space, b) Use of children in campaign, c) Pressure towards voters to vote on the assigned political subject, d) Exploiting public position with the aim of profiting of votes, and using hate speech, f) setting the table with billboards of candidates on public roads, g) placing the tent with propaganda on public roads, spending videos on social networks, and using children in the election campaign. 3. Anxiety about breaking election silence. Set up public space poster, posting party flags in public space, exploiting public spaces, requesting closure of political subject offices near QV on Election Day, Posting active Facebook advertising, Posting active political advertising on Facebook, calling for a Facebook vote, broadcasting of the political public station. - RTK, calling for a vote by text, posting photos on social networks during election silence, deploying post office near 100m. QV, posting of the video on the social network, posting of election materials on social networks, calling for a vote, voting photo, distribution of party propaganda material in close proximity to deployments, not leaving the post office during election silence near the polling station, not allowing voting by telephone, not allowing voting in the corresponding polling station, calling for voting in SMS<1>, Descu stated.

Descu said that the nature of complaints about irregularities during election day have to do with counting votes on bail, placing mailmen in public objects, lack of votes, loss of balloting, except from polling, holding votes error in compliance forms of FPR results,

. The head of the Secretariat at the Electoral Panel for Ances and Parashtesa, Mul Descu, said the complaints would be reviewed by the panel within the 72-hour moment of their surrender to PZAP.

Otherwise, the Central Election Commission has published preliminary results for parliamentary elections. According to these results, the winning party is the Vetevendosje Movement by 203 thousand and 52 votes, or 25.49 per cent. The second party is the Democratic League of Kosovo with 197 thousand and 702 votes, or 24.82 per cent, the third party is the Democratic Party of Kosovo with 169 thousand and 211 votes, or 21.24 per cent.

The preliminary results do not include conditional votes and votes from the diaspora.
