So it was said at the informative conference about the performance of the population registration process 2021, where it discussed the challenges and results from this process, which is scheduled to be held in April 2021.
Kosovo Statistics Agency Chief Executive Chief Isa Krasniqi said that preparations for registering the population 2021 were launched two years ago, and so far every activity has been planned.
Viewing the impact that has the country's developing population census, Krasniqi has sought the support of all Kosovo institutions in better implementation of population registration.
Even according to him, the creation of institutions as soon as they are concepts and draft laws awaiting approval from the Government and the Assembly of Kosovo.
And the Statistics Agency has its challenges, so it's very important that we in the process of finalising the planning that we've made for the implementation of the 2021 population registration project is very important that right now we have new institutions, that we have a Government in operation, which then certainly needs to deal with the approval of both the contract and the draft law. And many other processes that need exactly the population registration process 2021. And also have the country at full funskion which will also approve the law on population registration, family economies and residences 2021. This can be said to be the challenge, because if there are delays in this direction, there will certainly be impacts in the population registration process 2021”, Krasniqi stressed.
Meanwhile, Social Statistics Director and the population census manager 2021, Avni Kastrati, said the Kosovo population census project 2021 is a multidimensional project that meets all international standards whose long-term standards are expected to be 30 days.
According to him so far, 2 working groups have been established, about 16 meetings have resulted in the drafting of 19 basic census documents.
Kastrati said that the lowest cost in this population registration process will have sensationalisation campaigns, which will take six months, while working on the ground will have higher costs.
He even said the data collection method would be door-to-door through interview.
A person will be registered only once in one place so we will use the standard we have used in 2011, the resident population. We also have different modules for the non-resident population I'm talking about Kosovars who aren't here, we also collect the data according to the possibility, because you all know that those who migrated if they migrated the entire family economy we're going to do their registration. That'll be the criterion we used in 2021. Population registration will be very important, it's a multidimensional project not only for the Statistical Agency, and once it's the only numerator for many indicators”, Kastrati said.
Connected to method THE CAPI, or legalizing, population by using the tablet, spoke to Burim Limolli, who said that the cost of this method is lower.
” One advantage is that it eliminates the cost of printing and distribution. In the previous census, we had to print 2 million ten pages questionnaires at least that's automatically eliminated. Then the logistics issue is much easier to manage a tablet than an interviewer with a package even filling with paper questionnaire. The third point, among the most important, control and passage, or the dance of questions as well as logical checks, is much to do. So the logical check goes through the box”, he said.
The recent implementation of the population and family economy and residences in Kosovo was made in 2011, while this process on the basis of international standards and practices should be realised every 10 years.
