PDK and AAK undecided about involvement in dialogue

The leaders of the two winning parties in the 6 October elections, Albin Kurti, chairman of the Vetevendosje Movement and Isa Mustafa, chairman of the Democratic League of Kosovo, are expected to be the ones to determine Kosovo's position frames in the next phase of dialogue with Serbia. Thus, they have stated in interviews for Radio Europe and [...]

Continued dialogue with Serbia and the eventual finalisation of this process with a comprehensive agreement on normalisation of reports between Kosovo and Serbia are envisioned as among the next government's first commitments, which are expected to be formed on the coalition basis among the winning party, Vetevendosje Movement and the second Democratic League of Kosovo.

Both of these parties, aimed at forming the new government, have called for part of the dialogue to be the opposition, which in the future mandate of institutions will consist of former ruling parties, such as the Democratic Party of Kosovo and the Alliance for the Future of Kosovo.

Elym Recica, a member of the Democratic Party of Kosovo chairmanship, told Radio Free Europe, that the question of dialogue with Serbia will be carefully conveyed and depending on developments, and PDK decisions will be in line with the circumstances that will arise.

“We as a party in all phases of the country's development have been very constructive part of all developments and of course the country's interest will be a priority for PDK in the future as well. However, it is now early to talk, no matter what the ruling coalition's stance on continuing talks, Recica said.

He also said that for the continuation of the dialogue already, there is also greater commitment of international mechanisms.

The “Normal that now (for dialogue) has been identified with other factors, is an incriminating of the international factor, especially Washington, which is much more powerful for ending these talks and I believe that this triangle, then the clear and accurate position of the Democratic Party of Kosovo” will arise, Recica said.

Meanwhile, in the Alliance for the Future of Kosovo, they say that to be part of a potential negotiating team for dialogue with Serbia, the Party Council and Headship will decide.

Time Kadriy from AAK told Radio Free Europe, that it is still a little early to talk about the subject, since, according to her, new institutions have not been formed.

“We have no attitude and are not gathered as structures to discuss. At the moment there will be a need for involvement or not in dialogue, they will establish party structures. So at the moment we don't have any attitude”, Kadrijaj said.

How different is Pristina's approach to dialogue after elections?
Awareers of political developments in Kosovo say the opposition's presence in the delegation for talks with Serbia would be very good political initiative for official Pristina.

Analyst jetai Krasniqi from the Kosovo Democratic Institute told Radio Free Europe, that first of all, for political dialogue between Kosovo and Serbia, there should be a unity between political parties in Pristina.

“The parties which are expected to be in the opposition are parties that until yesterday have been in power and have extended invitations to the opposition for such a thing (including in dialogue), so as the invitations have been to the opposition, we expect from the next opposition to be co-operative and to respond positively to invitations that could come from the ruling parties' side over this matter”, Krasniqi said.

US: Waiting for New Kosovo Government to Relaunch Talks With Serbia
Dialogue between Kosovo and Serbia, since 2011, has been facilitated by the European Union and supported by the United States of America.

In time, the United States of America has taken yet another step forward. United States President Donald Trump has named American Ambassador to Germany Richard Green in the quality of the administration's special envoy for Kosovo-Serbia dialogue. Similarly, Washington had also named the diplomat, Matthew. Palmer as US envoys to the Western Balkans.

The European Union, after this appointment, has reaffirmed that it will continue co-operation with the US on the issue of dialogue and in general the Western Balkans.

Likewise, Germany and France have warned that they will have a more active role in the future process of dialogue.
