The main contenders, Socialists and liberals of the pro-Western bloc have failed to win a majority in Sofia's capital, and most other major cities, the AP reports.
Turnout was 43 percent, with observers claiming that many refused to vote because they thought the outcome was predetermined.
In Sofia, GERB candidate Yordanka Fandakova faced a fierce competition by Maja Manolova, an independent candidate supported by several opposition parties.
Results of exit polls show Fandakova won 35 per cent of the vote, and Manolova 26 per cent. Since no candidate has won more than 50 per cent of the vote, they will face the second round on 3 November.
In local elections, 6,227,901 Bulgarian citizens had the right to vote for mayors, municipal advisers and authorities at other local levels.
According to the Central Election Commission, 36.225 candidates fought for power at the local level.
