Although in principle, the Vetevendosje Movement and the Democratic League of Kosovo have agreed to start negotiations on forming the ruling coalition, reaching the agreement still seems to be far away. So at least some officials from the parties in the negotiations are predicting, especially those from LDK.

The deputy chairman of the Democratic League of Kosovo, Agim Veliu, considers reaching an agreement with Vetevendosje Movement will be difficult.

According to him, major problems will be in harmonising the joint programme for success in co-government.

However, it predicts that real negotiations for reaching the agreement can only be expected after the Central Election Commission certified the final outcome of the 6 October parliamentary elections.

“I believe it will not be easy to reach agreement with Vetevendosje, given some of their ongoing public statements even during the campaign, but even after the preliminary results, they are feeling themselves as grand winners”, Veliu said.

Unlike Veliu, Vetevendosje officials, including its leader and candidate for prime minister, Albin Kurti, have predicted that with LDK there will be an agreement and that both parties will rule in Kosovo during the next four-year mandate.

On the other hand, political analysts do not expect these talks to be as difficult, as some LDK officials predict.

The Kryeziu Progress by the Committee for Jury and Political Studies says reaching an agreement between these two parties is natural and that, according to him, both parties must respect their promises and the will of voters.

“I don't see that there may be any discutable points that would lead to the inability of a coalition between these two parties. We remember that the co-operation of these two parties did not begin yesterday, nor does it begin today. Their co-operation has started since the formation of the past government and we have seen it all the time as these two parties have operated in the opposition”, Kryeziu said.

Even other political analyst, Imer Mushkolaj, says it already appears that the Vetevendosje Movement and the Democratic League of Kosovo have a clear understanding of who has the place. However, Mushkolaj stresses that sharing dictatorships may have little difficulty.

“Muse may have been confrontations as far as the division of ministries because Vetevendosje has made it clear from the start that it will not allow coalition partner, in this case, LDK, to take over the interior ministry, justice and finance ministry. However, it remains to be seen if this is the case. On the other hand, there are some issues for which the LDK and LVV should find reconciliation. I'm talking first about how I know it will continue dialogue and how to reach agreement with Serbia”, Mushkolaj told Radio Free Europe.

According to him, the evental decision, whether by LDK or LVV, to block the formation of the government would not help any process.

Based on the up-to-date practices of interparty negotiations on forming institutions, usually the initial agreement has included the posts of prime minister, Parliament Speaker and president. But, currently, the post of current president, Hashim Thaci, is valid or within the constitutional mandate by March 2021.

However, LVV and LDK, if they are to govern by the end of the mandate, according to expectations by analysts, could also set the issue of the president's post, following the end of the current president's term.

Even at this point, there are currently some differences between Vetevendosje and the Democratic League.

LVV leader Albin Kurti has declared that they will not negotiate for the time being with LDK officials about the position, since, according to him, no political deals will take place.

You have seen PAN ( PDK, AAK, Initiative) in the past. Radical Transparency will have the new government. Of course, that our government will last much longer than the time left for the current president”, Kurti has declared after a meeting with LDK officials.

But unlike Kurti thinks LDK deputy chairman Agim Veliu, in which all issues should be discussed.

I believe that there should be topics of conversation on all issues that are of interest, because after a term the president's term passes and certainly there will be a difficulty”, Veliu said.

The Vetevendosje Movement and the Democratic League of Kosovo after a meeting held Thursday have agreed to start talks on the establishment of the ruling coalition following parliamentary elections held in Kosovo on 6 October. All possibilities for involvement in the coalition of other Albanian parties have been dismissed.

Vetevendosje Movement leader Albin Kurti, who is mandated by the subject leading the prime minister's position in an interview for Radio Free Europe, said the prime minister's position is unquestioning in coalition talks with the Democratic League of Kosovo.

Of the preliminary results of the Central Election Commission, the Vetevendosje Movement has won 25.49 per cent of the vote, rich from the Democratic League of Kosovo with 24.82 per cent of the vote. These results do not include conditional votes, votes by mail and votes of persons with special needs.
