According to him, the tax was meant only as a temporary measure.

Asked about the outgoing Prime Minister Ramush Haradinaj's stance that the tax is lifted only when Serbia recognises Kosovo, Hoxhaj has said that “if that were the case, we would set the tax a day after declaring independence, we did something else and had expected Serbia to recognise Kosovo”.
“I don't think we should reduce the dialogue on tax, the foreign policy on the tax, but this country needs full strategic thought for the phase where we're entering about what we expect from the dialogue. I see 2019-2020 as a historic opportunity to reach agreement. So we seek the citizens' support. The PDK has credibility for this. Tax was a tool, not a goal. When we decided on the tax we had two documents one for the tax, one for reciprocity. A future government must make serious efforts, those who will lead the government The PDK and new partners, with the opposition, with political unity as much as it can achieve, with the support of the opinion, raise the flag to the UN. On the other hand, according to Bedri Hamza, imports that stopped from Serbia moved to other states.
He has reiterated the PDK's stance on the temporary suspension of the tax.
“Politically we have said, we have offered the document, we need to balance tax impacts on relations with Serbia, but also in the wider context with strategic partners. So far we've come with America and the EU, and certainly for us they're extremely valuable relations with them. And we have even proposed then tax suspension for a certain period of time, that there be progress in normalisation in our relations, and on the basis of these developments again we have measures available, including reciprocity”, he added.
