At the same time, Guardian writes that despite objections from the French government, the document, which must be agreed on today, shows that the EU will accept Britain's bid for a postponement.
British Prime Minister Boris Johnson last week called for a three-month extension of Brex by the end of January 2020, after MPs rejected the new deal he had reached with the European bloc.
Reuters writes that any delays in Brex should be accepted by all 27 member states, and France's objections so far have prevented such a decision.
Under the latest plan, Britain could exit the EU on 1 December or 1 January, which depends on parliament to ratify the agreement in November or December.
If Great Britain stays in the EU after 31 October, the European bloc will ask London to propose a candidate for the new European Commission, diplomatic sources said.
