CEC without Decision for Mortar Votes That Have Come Late

The Central Election Commission has not made any decisions concerning over 4 thousand remittances that have arrived after the legal deadline by the exile. At this meeting of the CEC, Besnik Buzhala from the Voters' Service Division said 4 thousand and 500 postal shipments that have arrived after the deadline have been introduced to different international posts for starting in Kosovo in the dates 19, 20, 23 September and 30 September.

“We have withdrawn from post office number 6 about 4 thousand mail shipments that have arrived after the deadline as it is due to October 5th. It means that while verifying these envelopes and counting them, we have noted that these envelopes have been introduced into different international posts for starting in Kosovo and containing dates 19, 20, 23, 25 and by September 30th. This is a preliminary report explaining the way the accession and the process of evaluating envelopes containing ballotes sent by voters outside Kosovo”, he said.

As for the votes reached by Serbia, Buzhala said there are 3 000 and 782 envelopes with ballots that have been physically sent to mail number 6. He said that while verifying in 150 envelopes, it has been noted that the sender envelope is the same for all.

“From Serbia have reached 3,000 and 782 alleged ballot envelopes, which have been physically sent to post number 6 on Agim Ramadani Street in Pristina. Furthermore, these physically submitted envelopes we've put on board number 1, which means that the sign containing at least envelopes with paper contains 157 envelopes inside, while the highest package contains 238 envelopes with ballot papers. Also, in part of this report is table number 1, where, physically, it means, they've reached mail number 6, 19 packaged envelopes with leaflets, which in total means individualized envelopes are 3 thousand and 782. Part of this report on page 3 finds the image that illustrates how these packages were delivered to mail number 6. Also, during the evaluation process, we have opened 150 individualised envelopes that have reached us from Serbia, where we have noticed that these 150 envelopes, the sender envelope is almost identical, is the A5-colour format, while the secret envelopes within which have sender envelopes also have in 150 cases are envelopes about half the A5 format containing the same color”, he said.

The most vocal of the CEC members to be processed as regular 4 thousand and 500 diaspora postal shipments have been those from Vetevendosje.

CEC VV member Adnan Rrustemi has proposed that these 4 thousand and 500 envelopes be accepted as regular in the sense of their accession.

In his reasoning, he said there is no obstacle in operational terms to proceeding as regular as the operation has not yet been completed and is continuing to assess the package of paperwork submitted by the exile.

Rrustemi said the money votes of the rgata should be accepted, while votes from Serbia are investigated.

This section coming from Serbia is prohibited in the incoming mechanism, 4 thousand and 500 remittances from the license plate, do not have that problem. They're just delayed for objective reasons, and we don't have any obstacle to prosecution. I'm seriously in the CEC from 2009, I'm currently not clear and anyone's convincing me, give me an answer why they didn't do it, which is the operational and procedural impact not to accept the 4 thousand and 500 envelopes from the charter... In the case of remittances from Serbia, there are no two elements, let's face it, let's face it, these remittances are illegal from the way they're brought to Kosovo and they're with the abuse of elections for their content of<1> he said.

On the other hand, Serb List member in the CEC Stevan Veselinovic said they are referring to votes by mail from Serbia as a pretext to cancel them.

He said everything has been fine in terms of votes coming from Serbia and that he sees no reason for those votes to be rejected.

“Always mention the law when votes from Serbia are being questioned, I ask which law has been broken. The law mentions the votes that have come through the mail, there are stamps of mail, and they have come by mail. Now it's about what you want to do with these votes, but if you're called into law, then explain it. The Brussels agreement exists, and Mr. Pavic has a right to access diplomatic posts. You all know that post office technically does not have co-operation with Serbia's post office, and that is the only way these votes are brought by Serbia. All these voters outside Kosovo are registered and now you want to deny the right to 3782 voters, and this is directly against the Serb community. Clearly, we no longer want the votes by mail from Serbia, that's something else, but if you are called to the law, then respect it, because there is no reason in this law that these votes to «are rejected”, he said.

While for statements by CEC members that these votes from Serbia are fabricated, Veselinovic said that whoever has facts and manages to confirm something like this must address competent organs.

On the other hand, LDK member and member of The PDK in the CEC has demanded that law be respected in both cases.

LDK member in the CEC Sami Hamiti said the law should be respected in both cases, since according to him, under both procedures are illegal.

Both procedures and laws are illegal, now emotionally we can talk as we please. We've taken a stand, I'm talking about the first part that Adnan spoke, but other times, but we've got a conclusion that once and we're going to set the standard that we're going to implement, in the law it's defined 24 hours before the day of the vote, it's legal that they arrive up to that point. I feel sorry for those people, but it's a law... votes from Serbia, completely illegal have come, regarding the law there, the law says it has to come by mail, it's a representative of the liaison office, police have to forward it... the unit has to implement the law correctly in both cases, but it's deadlines and it's law, we've made concessions. ”, he said.

He said the upcoming votes should have the stamp from which they are headed, until he said the remittances coming from Serbia according to him are fabricated.

Respect of the Law Has Required Members The PDK in the CEC, Ilir Gashi, who said the law clearly states the way and process of how voting is conducted by the diaspora.

We and I personally are not interested in any decision-making that conflicts with the law, below 96 points 2 of the law on general elections and order 3, 4 and 5 of this institution, respectively. Gashi has had a request that votes coming from Finland not treat them without the prosecution's presence, that request said it has to do with publishing some videos through social networks.

Commission members have asked CEC head Valdete Daka to take a stand in both cases, where she indicated she expects the unit for voter service to implement the law in force.

“It is a law on general elections, the chairman is not left unanswered, the chairman has the law on general elections, which is under way and which has been implemented so far. I expect from the unit for voter service to implement the law in force, not to use double standards for anyone, but to enforce the law equally for all the votes that have come, since we have implemented in these elections the law on every case even these envelopes, to examine their legitimacy and then decide whether they are acceptable or not, it said.

It has demanded that neither party nor media pressure be exerted on the voter service unit.

At this CEC meeting, CEC co-ordinator Burim Ahmetaj has reported, which announced that the decision-counting process is under way. He said that by yesterday 95 locations have been recounted by a total of 113, which is the number the KKZ has decided to recount.

“In the QNR is continuing the process of recounting deployments by the CEC decision. By October 11th, 95 locations have been recounted and we are in the process of recounting other locations. As far as conditional votes are concerned, today's morning according to procedures we have continued with the process of setting up bail envelope numbers so that the votes will be transferred to the area of data access to the database”, he said.

As for the introduction of data from the results forms for the entities and candidates, Ahmetaj indicated that 70.37 per cent of the vote for subjects has been processed at the database so far. While the candidates' votes, he said 50.45 per cent have been processed.
