The university professor and connoisseur, Mazum Baraliu, calls such an agreement to be reached between these two political subjects, as it shows that the constitutionalisation of the Parliament and Government should take place within 30 days after the certificate of final results.

In an interview, he stresses that these two subjects, which during the campaign promoted change, should show great accountability to the citizens of the country.

This deal is good, principled news. Moreover, the two exhibitors said they would continue with their professional team work tomorrow. If it goes on like this, I think it's good news and a hope that these two political subjects, which the elections just won the change and by promoting to their voters the difference from a general government, which they sent to the opposition, would have to be very responsible, serious, and I would say, this would have to be shown practically, to be agreed, to do a joint program, a joint government and continue their work without delay”, he says.

And if the Democratic League of Kosovo refused to co-govern with Vetevendosje Movement, according to Baraliu the mandate would again meet the biggest subject, in this case Vetevendosje.

He says the new government, based on today's agreement, is expected to consist precisely of Vetevendosje and LDK, is safer and more powerful than the preliminary government.

As such, Baraliu says he does not need to enter the coalition with any other subject, but it would be good for him to still have 80 deputies' votes.

This government is more powerful at the start, but it would be even safer and more politically powerful if there were 80 and more votes, 2/3. Because when the Constitution has barriers, there are blockades in the Constitution of Kosovo, which without having 2/3 cannot be adopted anywhere by eight laws of vital interest, and cannot be changed the Constitution. It would be best that this government actually has more than 80 deputies”, he says.

Since President Hashim Thaci's dismissal was one of the steps Kurti and Osmani had said they would take after coming to the prime minister's post, Baraliu says they can do so only if there are constitutional grounds.

“Whether he would have committed or committed serious constitutional violations and this should be verified by the Constitutional Court with a parachute sent by someone competent to send him. Following the Constitutional Court verdict, procedure for the dismissal of the Assembly could be initiated. However, for such long-term procedures it would take time, and time does not take because the president has his mandate one year and the second time the president can be dismissed is for some serious illness when he cannot exercise his task”, Baraliu says.

University professor also comments on Vetevendosje Movement Chairman Albin Kurti's statement, when he said that as prime minister, he would see the possibility that in his government there will be Serb representatives who are not from the Serbian List.

He explains that this issue is regulated by the fact that minority communities must accept that candidate. According to him, no one can accuse the future government of taking advantage of a right to be acquitted.

It is written in the Constitution that a minister if the government has up to 12 ministries, one minister belongs to minority minorities and another minority minorities. But that does not mean that at all costs you can make a coalition. Nowhere in the Constitution writes that the presidential cabinet, or government mandate, is obliged to coalition with someone. He is obliged to accept one, but he may be from the Serbian List, or from Serbian citizens who are not in the LS, but that LS would have to admit because he is their man and he is interested in whether he has interest in protecting the interests of Kosovo citizens rather than Belgrade, then he would have to accept a Serb named either by the Serb List or outside of it”, he points out.

As for the number of votes a candidate should get to become Kosovo Parliamentary MP, Baraliu says it depends on the establishment and the relevant formula that is implemented. However, an average says 7-8 thousand votes.

We remember that the leaders of the two winning subjects of the October 6th elections, the Vetevendosje Movement and the leaders of the Democratic League of Kosovo have agreed to co-governance, while the details of the agreement will be decided at the upcoming meetings.
