Once the winter holidays are over, Kosovo Assembly deputies say they are facing an extremely dynamic and busy job. The adoption of the 2019 Budget Bill, the one for dialogue with Serbia and the Bill on Salaries, are just some of the 50 laws that are under way to be adopted.

MPs from the ruling and opposition parties say they are aware of the dynamic work that awaits the Parliament, given the large number of laws that failed to pass during the previous session.

The leader of the Alliance for the Future of Kosovo's Parliamentary Group, Ahmet Isufi, whose party is part of the ruling coalition, told Radio Free Europe, that the spring session, as it is known in the Parliament's Labour Order, should have an added dynamic and that, according to him, many laws should be adopted that are necessary for institutions and citizens.

The “provides the most priority laws for dialogue with Serbia, which is set to be considered in the first reading, and also the Law on Salaries, which is also very important because of the need that exists both in administration, as well as for setting salaries in all sectors. Likewise, other laws involving European integrations, which should be part of the legislature under consideration”, Isufi said.

Work in the Kosovo Assembly since the start of its dedication has been forwarded with numerous procrastinations and break-ups from early work, due to the lack of MPs in the hall.

As a result of low labour dynamics in the Kosovo Assembly, a significant number of laws have remained unappreciated.

MP Arberie Nagavci from the Vetevendosje Movement ranks said that during the entire past year in the Kosovo Assembly, things have happened that have not been planned before, practicing the work method “aty at this point”.

According to her, as a result of the lack of proper planning, there have been cases that MPs have been invited to the session, where more than forty points have been in order.

I consider that besides the budgetary Law that is seen as very important, and it also shows how much Government is managing to carry out its plans, because of the circumstances created and conditioning, the Law on Salaries Due to Strikes, as well as warnings to the education sector, or other sectors such as firefighters and miners<1>, Navgaci said.

It has criticised the ruling parties, which, according to her, have failed to bring their deputies to the Assembly during the work and adoption of laws, which resulted often with the interruption of sessions due to lack of quorum.

“Of course it is the responsibility of the majority (most) to provide at least the minimum number of numbers, in order to pass the laws or objectives the Government has assigned, which did not happen”, said MP Nagavci.

Artan Murati, from the Kosovo Democratic Institute, tells Radio Free Europe that the Bill on the 2019 budget, the one for dialogue with Serbia, but many other laws must be the first issues MPs must deal with with with starting work.

The “also has agenda points, which have remained unfinished from sessions that have started since September (of 2018). There are also laws that have passed the first reading and are expected to be voted in second reading. Furthermore, we also have the Framework Rule which was adopted in the first reading and should be treated further, as the Assembly is continuing to function with the old regulation”, Murati said.

The Framework Conform, the spring session begins on the third Monday of January, January 21, 2019, respectively.

The Kosovo Assembly by the end of 2018 out of 177 has adopted 75 laws, while 56 bills are in progress, while 46 other bills are pending.
