The security certificate for Gent Cakain was in accordance with law

Meanwhile, Meta has called for the establishment of a commission to investigate how Gent Cakaj was equipped with the security certificate only 24 hours before the motion for decree.

The Classified Information Security Directorate, with the quality of the National Security Authority in the field of classified information “state secret secretion”, of NATO, states and other international organisations, provides an opportunity to make this public announcement:

Equipment with Staff Security Certificate for Mr. Gent CAKAH has been carried out in full compliance with the requirements of legislation in force, respecting obligations envisioned in Law No. 8457, date 11.2.1999 “for classified information “State Secretary””, modified and Decision No. 188, the date 4.3.2015 of the Council of Ministers “for the adoption of rules to provide personnel”.

Regarding this process, we explain:

1. Security check for Mr. Gent CAKAH has been completed, with priority and in line with legal obligations, envisioned in the No. verdict. 188, age 4.3.2015, of the Council of Ministers “for the adoption of the rules for the security of personnel” and specifically of articles 11[1], 12[2], 13[3], 14[4], 175, 18[6], 19[7] of it.

D The SIK manages official answers to the country's verifiable authorities; S HESH, US, as well as the Kosovo Agency for Intelligence (AKI), as the only verifiator Authority of the Republic of Kosovo (after Mr. Cakaj holds Kosovo citizenship, along with Albanian citizenship.

From the process of verifying Mr. Gent CAKI has not resulted in any legal circumstances [8] under which DSIK has been forced to request additional information, or extend security verifications to other countries such as Hungary and Belgium, which are still NATO and EU member states.

2. Security verification procedures have been followed with maximum commitment within the deadlines envisioned in the Over-mentioned Article 18.

“Certificate staff security”[11] is the official document of DSIC[12], or of a competent security authority of another country, which confirms from the security point of view that an individual meets the conditions set for recognition, preservation, management and transfer of classified information.

The possession of this document constitutes one of the criteria [13] that a person must meet before familiarizing himself with classified information, (with the exception of the cases for recognising classified information at a “limit” not required by CSP).

So application and CSP equipment is only mandatory for an individual who will be recognised with classified information based on principle “the need for recognition”.

On the other hand, staff security, as one of the main disciplines of obtaining classified information, is a continuous process and does not end with the release of the CSP. In any case, when new data is released resulting with unacceptable security risks, DSIK reconsiders the decision made.
