ZKA finds irregularities in northern Mitrovica, municipality lost over 25 thousand euros in revenues

By ReportOne of the irregularities relates to a building permit for a collective residential object of the second category, with 12 thousand and 580 square meters.

The audience has found that the municipality has registered 20 thousand and 883 euros for this permit, though under regulations-designed tariffs it should collect 38 thousand and 621 euros, as a result of miscalculation, the municipality has remained unincared by 17 thousand and 738 euros. According to ZKA, this has happened as a result of the negligence of responsible officials and lack of sufficient internal controls.

Another find of the audience has to do with not seeking environmental permission for the same construction project, Kankosova follows.

The report stresses that the Urbanism Directorate has not requested municipal environmental permission, prompting even the corresponding tariffs to be ignored and ignored.

The project, worth of 3m of 774 thousand and 180 euros, had to be paid an environmental tax of 7 thousand and 548 euros. But, according to the audience, this amount has not been billed, and therefore it has not been assembled by the municipality.

ZKA estimates that failure to implement procedures for environmental permits has not only affected the loss of municipal revenues, but can also have consequences in respecting environmental protection requirements and construction waste management.

In total, according to audit findings, the municipality has not realised 25 thousand and 286 euros in revenues from these two cases.

For the recorded findings, the National Auditing Office has recommended the Northern Mitrovica municipality's strengthening of control mechanisms and full implementation of legal procedures for calculating and running municipal tariffs. /Periscope
