Minister Tahiri has expressed satisfaction that under the implementation of the joint agenda “Justice 2020”, transformation of criminal justice is closing.
According to Minister Tahiri, of the 547 articles which have the Code, 220 of them have been reviewed and harmonised with the highest principles of an efficient and just legal system, focusing on changes that will enable fighting organised crime and corruption. Among the fundamental changes, Minister Tahiri has cited the suspension of senior public officials for whom a criminal act of abuse of official office and corruption has been pronounced.
The goal of this change of proposal is to prevent further abuse of authority from being tested, the key to ensuring successful prosecution. The proposed articles apply to all official persons charged with corruption criminal acts, thus enabling the treatment and uniform approach to them no matter the function or tasks that Tahiri can exercise.
Among other changes, Minister Tahiri has cited the removal of the second hearing, the option of extending the investigation deadlines, changes related to the real estate seizure procedures acquired illegally and to the addition of trial in absence, the proposal that has come because in many cases when there has been difficulty in ensuring the presence of defendants in procedure, defendants have avoided justice and especially for the most serious crimes such as war crimes. In addition, the court's lack of indictees has also caused large expenditures, as well as resulted without a final ruling on the court's part.
And I say with responsibility that with the changes made, no one will be able to escape from confrontation with justice, no one can count on wealth acquired by criminal acts, and no one can challenge rule of law in the Republic of Kosovo. I am convinced that this Code, will have broad support both in Government and in the Parliament, and that the good work done in its design, to conclude with its approval as soon as possible, thus enabling the transformation of criminal justice in the Republic of Kosovo, as an efficient, just, accounting, and responsible” has ended Tahiri.
