Thus did Fatmir Limaj, Kosovo deputy prime minister, also co-chairman of the Kosovo delegation in Kosovo-Serbia dialogue.
In an interview for Online Economy, Limaj said no one would expect you from Kosovo, as it used to be.
We are sending messages that this country will be respected as everyone else, in respect of each state separately, in respect of communication and co-operation with others, but not partitioning Kosovo. This is the main message Kosovo brings this year, with the actions we have done. I'm glad others have started to understand it that way. No one expects you from Kosovo, a Kosovo as it has been so far as they have dealt with it themselves. We cannot accept such a thing, I believe some good things have come up, especially the Kosovo Army”, Limaj said.
Limaj guarantees that everything will be discussed in Brussels under the delegation's constitutional mandate.
He states that the State Delegation of the Republic of Kosovo has the mandate to dialogue on the basis, respecting the Kosovo Constitution and the resolution it has issued from the Parliament.
But as for the topic of border correction, Limaj says no one will be prevented from raising them, but according to him, the task of the dialogue team is to see whether that issue will be discussed or not.
We can't stop with the subject, I'm talking about what we do, what's our mandate. No one can stop to draw them up at the table, our job is to look, will I sit down to talk about that topic and various topics that come. We have different topics that we raised, maybe Serbia doesn't like it up and may not agree with Serbia. The issue of negotiating and negotiating is different because people are presenting it to the opinion. It's not just the two of us, we have open issues, we have a conflict, we have disagreements to the extent of the hostility by refusing to recognise each other. Do not ask for a state delegation, which has a clearly defined mandate, we function according to the Constitution, resolution”, Limaj told Online Economy.
Immediately after the delegation's approval in the Kosovo Assembly, the first co-ordination meetings and the QUINT ambassadors have started and the formation of the commission within the delegation to prepare draft-platform for the talks.
Regarding these meetings, Limaj says we are in the first phase of collecting documentation to see where Kosovo is located in the dialogue process.
Limaj disclosed that respective documentations have been requested by the Kosovo government and the country's President Hashim Thaci. He, according to Limaj, has expressed readiness to hand over all documents.
“Delegation has begun its work, we have received documentation all that is in the Government of Kosovo, from the past that has been discussed in relation to Serbia. We have also requested from the president what has the documentation about dialogue that has been negotiated in Brussels, to offer the delegation. We're analyzing, we still haven't received the documents from the president to give the documentation, what's in his office. Then we'll analyze. But our task is to unify the position of the Kosovo factor. Kosovo should issue a unique stance and have a unique position in relation to Serbia. This work we're going to do from now on in the coming days”, Limaj said.
In the first ten days of 2019 there will be a meeting in Brussels, where Deputy Prime Minister Limaj claims he will be meeting only with top European Union officials.
He cites key points Kosovo aims at in this process of dialogue, the EO reports.
The “First is going to be a recognition meeting we will present our commitment to dialogue, we will present ideas as we see this dialogue that will begin and the epilog of this dialogue. I believe dialogue makes sense if we go to a binding final agreement, as stated in its heart, which has recognition of the Republic of Kosovo, mutual recognition of Kosovo-Serbia, the membership of Kosovo in the UN, recognition by the five European Union countries that have not recognised Kosovo. Then there are other topics, unconscious, economic issues, and hundreds of them that we need to talk about. It must be part of that final agreement”, Limaj said.
Limaj suggests there are about 10 other topics, which have only begun to be selected for talks with Serbia, dealing with the damages of war, the unemployed, historical, cultural issues, etc.
I believe that it can be very, very much what it takes is to inform all of our economic, scientific, different institutions. We need not only as political representatives but we need part of the contribution of the relevant commission to be both the academy and the different institutes, as well as those on economic issues and on historical and cultural issues, all should be inflated to relevant commissions that will professionally carry out their affairs”, he said.
But gathering facts and documents according to Limaj takes time.
Some work is done, some themes are pretty good, they're material will, we need unification, the unification of those materials, the raising of them. Kosovo needs a kind of drawback later with Serbia”, he said.
Limaj added that as a delegation, not political parties, but the state of Kosovo. According to him, the Kosovo Parliament and state interests will also be represented.
