According to him, there has remained a bad practice since 2011 with intransparities and distrust, which takes time to heal this distrust.

Another reason, according to Limaj, that is causing difficulties to all become together in Kosovo for dialogue with Serbia, is political calculations.

Kosovo Deputy Prime Minister Fatmir Limaj, who is one of the leaders of the negotiating team, says they have many topics of economic aspect which he thinks should be addressed and permanently closed.

In an interview for Kosovo, Limaj says he hopes the team will join other opposition parties, but that even without them will continue.

The good news is that part of this delegation is a part of the opposition, The PSD, on the way, expects other opposition parties to join, because we're talking about national issues, and I hope others join, if not, we'll continue. This state delegation has claimed responsibility, received the mandate from Parliament, and will continue the work”, he says.

Asked about the possibility of finding a consensus with other opposition parties, Limaj numbers some issues that, according to him, are making such co-operation difficult.

The first “is a bad practice from 2011, individual organisation, not transparency, non-confidence, have charged, broke up the early tradition that Kosovo has as a unity, this distrust takes time to heal to become normal, since without national issues being reserved only for a group that is in position or opposition, for the national topic we should all be together because they have to be implemented and implemented together here. And it needs to be removed from the practice of deciding on national topics individually, or those in power, the opposition needs to be heard, consult the entire political spectrum, and, before it comes to an agreement, integrate and co-operate to handle draft agreements, until we get where we should, defending our country's interests<1>, he says.

According to Limaj, such a serious situation has been created because of political calculations.

The second “is political calculations, there are many political calculations that sometimes turn you into an obstacle to seeing the need the country has for you, and sometimes it becomes hard to make a distance between immediate political or party interest, to see state interest. All of these together have created this serious situation”, he says.

While asked about the possibility of talks on the Valley theme, Limaj says that in Brussels they will go to consolidate Kosovo's citizenship, as the Constitution predicts.

There are various topics on the table, and we'll see each separate topic, there's themes that aren't worth handling, there are themes that need to be addressed. For now we go there to consolidate our citizenship, as the Constitution of Kosovo sees, and act under the Constitution of Kosovo, this is our obligation under the Kosovo Parliament resolution”, he says.

And for the co-operation of the state delegation with the country's president, Limaj says it will be as the Constitution envisions it, adding that co-ordinating the state delegation's activities will work in such a way as to respect each separately's competencies.

Limaj stresses that there is an abnormal Kosovo-Serbia situation, and that they are making efforts for normality, while this normality can only be achieved with mutual recognition.
