Hoti, through a post in Facebook, has said this coalition is formed with unprincipled concessions to small partners and interest groups that have become part of the government and are motivated by narrow political interests.
The government is the largest in the world. The prime minister has 35 advisers and five deputy prime ministers, who have 55 advisers. Some of the deputy prime ministers represent only specific interests, without political power in the Assembly, and without civic support”, wrote Hoti.
Since the beginning of this Parliamentary Group of the Republic of Kosovo legislature, the LDK Parliamentary Group has been the most active group with statements, debates and interspelling. Of the 18 debates raised in the Assembly during this legislature, 9 have been set up by the LDK Parliamentary Group over the situation in education, foreign policy, dialogue with Serbia, etc. Out of 15 interventions, 7 have been established by the LDK Parliamentary Group to address security, health, welfare and political developments. The Assembly has formed three parliamentary investigative commissions, of which 2 with the initiative of the LDK Parliamentary Group. The LDK Parliamentary Group has raised 35 cases at regular sessions and has put out 84 parliamentary questions, though many questions have remained unanswered because the prime minister and ministers do not participate in the session. This has made control of the executive from the Parliament impossible.
By comparison, based on estimates by organisations overseeing the work of the Kosovo Assembly, in some Parliament legislatures combined there has not been so much opposition parliamentary commitment. Such opposition, busy and focused on issues that concern citizens, has led the LDK to rank the first party in several successive public opinion investigations during 2018.
This Kosovo Parliament legislature is facing difficulties. During 2018, only 1/3 of the legislative program was accomplished. Adopted laws have been the result of opposition commitment. 11 sessions have been held at the annual Assembly (September-December 2018) session. All these hearings have remained open, reflecting the lack of legitimacy of this coalition. The non-parliamentarians clashes and vocabulary in the Parliament, which have been imposed by the ruling coalition, have become the work rate of the Parliament.
