Kosovo citizens' cars even last year failed to circulate on the “Arba Xhaferi” highway as promised. The US-Turkish consortium “Bechtel & Enka” did not complete the work within the set deadline, December 31st. Representatives of the Ministry of Infrastructure have found the weather deteriorating as the excuse for procrastinating the works in this section.
The Ministry of Infrastructure failed to keep its public promise that on December 31st construction of the largest highway in the country will be completed. The “Arba Xhaferi” is still not available for vehicle flow. For this in the Ministry of Infrastructure, they say they are reviewing the contract to act in terms set forth there.
Infrastructure Deputy Minister Rexhep Kadriou has told the newspaper “Voice” that they are working with the Legal Office team to see if punishments can be pronounced against “Bechtel & Enka”.
We're looking at the contract, which we have with buchtel & Enkaí and we will see the possibility of adapting to the contract how we will act. It's not ruled out to fine him, but we're working with the Legal Office team to examine the contract, whether we're going to be able to pronounce punishments against Buchtel & Enkaïs or not. Because of the weather conditions we haven't been able to complete the work that we've had contracted”, it's Kadriu saying.
Construction of the highway seems to drag on even longer after the deputy minister of the Infrastructure dictatorship says it should be expected until the improved conditions are improved.
The company has no extra time, but the problem is that because of the weather conditions, we have to wait a little longer to improve, because we have only bridges left for the asphalt, it's all over. Everything that's in advance in the contract we'll implement correctly. If there are fines, we'll apply, if there's no one to apply. We found that contract contracted in 2014, we didn't make that contract. We're working contractual and contract conditions. We're going to take the right measures”, Deputy Infrastructure Minister has warned among other things.
Meanwhile, former ministers who have led this dictatorship are earnestly seeking the punishment of “Bechtel Enka” along with civil society representatives. Former Infrastructure Minister Lutfi Zharku in a statement given to the newspaper “Voice” has requested the immediate penalisation of “Bechtel & Enka”.
We've been penalised by a town. Same way. No deadlines are done. The weather is not a reason and it has had to be done according to the agreement. If the government doesn't fine Bechtel, then the decision is catastrophic”, Zharku requested.
