Ramush Haradinaj became prime minister for the second time, but will be long remembered as the first prime minister with the highest pay and the largest government cabinet ever.
The megalomane government Haradinaj did not spare the state budget to raise its salaries.
With the multi-contested decision to raise wages 100 per cent, Prime Minister Haradinaj raised his salary to 2950 euros.
For a year, the prime minister receives a salary of 35 thousand and 400 euros, becoming prime minister with the highest salary, unlike his regional counterparts, KTV reports.
The government led by Ramush Haradinaj includes five deputy prime ministers, each receiving wages of 2,500 euros.
The government says it officially has 79 deputy ministers.
In just one year, 79 deputy ministers -- for wages alone -- cost the state budget more than 1 million and 90 thousand euros.
The Kosovo prime minister's office has also increased the number of employees.
Only the prime minister has 28 advisers, 17 of whom are paid from the state budget, while 11 are foreign political advisers who are not paid from the Kosovo budget.
Meanwhile, the prime minister's cabinet chief, who is also political adviser, receives a monthly salary of 1,670 euros.
But, the prime minister's office also has 10 other employees, administrative staff and supporters.
For the large number of ministers, deputy ministers and uncontrolled budget spending, Haradinaj has been constantly criticised.
Of the 22 ministers, 5 of them are on charges, including criminal acts “misusing official task” and unauthorized possession of weapons”.
Minister of Infrastructure, Pal Lekaj and KSF's Rrustem Berisha are charged with “misusing official task”.
Deputy Prime Minister Dardan Gashi, Minister of Trade and Industry Andrew Shala, is charged with unauthorized possession of weapons”
Minister of innovation and entrepreneurship Besim Beqaj is charged with <x0-second violation of the equal status of citizens and residents of the Republic of Kosovo”.
Charged for conflict of interest has also been Economic Development Minister Valdrin Luka, who has been declared innocent of the Constitutional Court in Pristina.
All five ministers continue working in the Government of Kosovo, until the prime minister, Haradinaj, has dismissed Deputy Regional Development Minister Musa Cena, involved in accepting bribes.
For this work, Cena was sentenced to 5 thousand euros in fines.
The major scandal during the Haradinaj government was considered the expulsion of 6 Turkish citizens from Kosovo.
On both the topic of dialogue and the expulsion of Turkish citizens, Haradinaj said there was no information. But, after that event, Interior Minister Flamur Sefaj and AKI chief Driton Gashi were dismissed.
But this minister, in many cases, saw trouble reading.
Another cabinet minister, Haradinaj, offered to resign. Without providing much details about the reasons for the resignation, Justice Minister Abelard Tahiri was not accepted by Prime Minister Haradinaj, nor by the head of the issue. PDK, Kadri Wessel.
Tahiri has denied that his possible departure from the government concerns the association he had made to his former chief, now president Hashim Thaci, on Lake Weman.
The prime minister has sometimes said he has left it to the president to dialogue with Serbia. This resulted in little trouble, for the president unveiled the idea of correcting borders.
But for the possibility of reaching an agreement with Serbia and for the performance of dialogue, Haradinaj has had clashes in statements of exchange of letters with dialogue mediator Federica Moghrin.
Prime Minister Haradinaj has reacted sharply to statements by the EU high representative, who has not ruled out the idea of correcting borders with Serbia.
Haradinaj has said that Moghrin has killed this process with Serbia, turning it from dialogue for normalisation to that of changing borders.
For this process, Prime Minister Haradinaj has welcomed Shpend Ahmeti's PSD decision to take responsibility in the dialogue.
But, for the unclear prime minister, the rejection of LDK and Vetevendosje remains for the Assembly to issue a resolution of a negotiating team.
On November 21st, the government made the decision to impose a 100 per cent tax on products of Serbia and Bosnia and Herzegovina.
This decision was taken a day after the failure of the country to membership in Interpol, as it said, as a consequence of the campaign Serbia made against Kosovo.
Haradinaj has insisted that the tax on Serbia will not be lifted, despite continued pressures.
He has even warned additional measures if this state continues to lobby against Kosovo.
Although Prime Minister Haradinaj promised that visas would be liberalised during his three-month rule, this did not happen even during 2018. Despite the vote of demarcation with Montenegro, which Haradinaj was once a bitter opponent.
Scandal during the Haradinaj government was named paying 53m euros to the company “Bechtel & Enka” for construction of the Pristina-Skopje highway.
The prime minister and government that leads were also freed from decisions on providing 290 thousand euros for family members in the Kumanovo case and 300 grand to bring KLA veterans to sea.
The long-awaited decision was to proceed with the draft laws for KSF, which were voted in the Assembly, giving it both a military mandate.
Prime Minister Haradinaj, as opposed to his predecessors, has been open to the media, providing interviews for all media and has appeared open to journalists' questions at any news conference. /Periscopi
