President Ilir Meta has returned the law for Kadastra, named by the Rama government as the law that would end the property and legalisation problem by melting mortgage offices, legalisations and return of property to a single institution, which is the State Agency of Cadastra.
But it seems that this project will be postponed in time after President Meta has decreed the return to Parliament of the Law, listing five more arguments to review it, transmits tch.
First, articles 6 points 1, 13 points 6, 22 points 2. 111/2018 “For cadastre”, conflicts with basic civil law legislation in the Republic of Albania. Second, law no. 111/2018 “For Cadastra”, with shortcomings that present the principle of judicial security in civil circulation of real estate, as well as the constitutional standard of rights acquired. Third, Article 37/b of Law No. 111/2018 “For cadastre”, violates the principle of judicial security regarding property rights and conflicts with constitutional jurisdiction. Fourth, the incomplete forecasts of Article 2 28 of law. 111/2018, create a risk to affect and protect personal data managed in the digital public registry of real estate. Fifth, predictions of law no. 111/2018 “For the cadastre” referring to another law, which is currently in the status of the bill and still not approved by the Parliament openly affects the constitutional principle of rule of law.”, Meta writes.
