But the form of an agreement ensuring normalisation is still unclear, and what are the possibilities for its rapid achievement, at a time when talks remain suspended due to tensions between the two countries.
Both sides are facing pressure for a faster deal, due to elections within the European Union, which are expected with many concerns.
Naim Rashit of the Balkan Policy Research Group has told the Voice of America that “the ability to change borders as a solution to a final agreement between Kosovo and Serbia is still open”.
