Surroi sees the entire conflict between Albanians and Serbs, of course, referring to the course of Pristina dialogue ʹ Belgrade, to have started precisely because of the northeastern parts of Kosovo and the remnant of southern parts (Lugina) under Serbia.
“Slobodan Milosevic violently cancelled Kosovo's autonomy in 1989, imposing extraordinary measures. Serbia occupied Kosovo during the ten years and in 1999 decided to wage war and genocide measures against Kosovo citizens. These measures produced 13,535 people killed, according to the Fund for Humanitarian Law notes, of which 10,000 were civilians, three thousand were armed formations. Of those armed formations over two thousand were KLA and FARK, while a thousand were Serb forces.
The reason Milosevic took such action was the fact that the municipalities of Leposaviqi, Zubin-Potok and Zvecan had remained within Kosovo's territory.
Albanians in Kosovo organised an unprecedented, non-violent movement in response to Serbia's occupation. In the world it will be known as resistance to “parallel society”, where all a people ignores violence and continues in vestigial form with their social life. At the end of the ten years, a number of disappointed Albanians organised armed resistance by being organised into guerrilla groups that would be known as the Kosovo Liberation Army. Both forms of nonviolent and armed acts failed to protect the people of Kosovo, and the powerful states of the West organised a peace conference in Ramboullett in order to end the war and find a peaceful solution to the conflict. Since Serbia rejected the negotiated solution, NATO states bombed Serbia until it withdrew its military and police occupation”, writes Surroi, whose full writing could, read TheSE.
