Students in Pristina pay to get insurance at school

Under the Law for Pre-university Education in Kosovo, the Ministry of Education, but also the Community, are obliged to provide, among other things, safe environment and the welfare of students in schools, but at the “Ahmet Gashi” in Pristina, students and parents pay for school insurance themselves. With the decision of the Parents ' Council, they pay a sum [...]
With the decision of the Parents ' Council, they pay an annual amount of 5 euros, while relief from this payment are students with social assistance and those who have a brother or a sister at school.
This is confirmed by the principal of this school, Hilmi Recica. He claims that this happens because the municipality is not doing so.
Recica says they are obliged to act in this way because of security, and this payment is considered a burden to school.
And we've had a couple of days when there's been a couple of days without insurance, and for those two days they've started getting inside the school facility, they're in, I'm saying hooligans, because we've got days of who they are, and they've been attacking us in class, in the presence of the professor, the professor is physically in front of them until he's out. So, I think the professor should go in to keep class hours or make insurance inside the classroom. So, we've been exhausted, forced to make sure the school's” security, says Recica.
Recica has also announced that the payments are registered and that the contracted company is delivered through the bank. He says that in cases of subtle excess, they are used to meet the needs of students at school.
Meanwhile, in the name of the school students, Agon Rexhepi spoke to the principal at the same time. He says students don't have to carry out this fee, but he added that they will do so unless competent organs offer them solutions. He also claims to be satisfied with insurance work, but who would like to have detectors that could identify whether students carried weapons or other dangerous means.
Our due point isn't that with school insurance, that we see a school insurance policy or a guard that's a bit of a lot, that's how they own those tools, control or maintain some security in schools. But the essence is that by market the competent organs and the competent people we know it's not our responsibility. I mean, now in case. The DKA or the Ministry had not managed to make a solution to insurance in schools, in my opinion, would have been scandal by their side”, Rexhepi claims.
Kp has contacted MAST the director of the Department of University Education Policy, Alush Istog, who over the phone, has said these duties belong to the Education Directorate. Although, under the Law on Pre-university Education, MAST is obliged to provide secure environment and well-being for students and staff at the educational institution.
And the education director in the Pristina municipality says the municipality of Pristina has not had enough funds, so it has allowed that.
It shows that this problem has dragged on for years and has announced that they are already on the verge of establishing a public company that will deal with the security of school buildings.
When it comes to providing children, we also allow temporary solutions, so parents can organise themselves, pay for a symbolic insurance, because the municipality has no funding... As a municipality, we will do everything possible to pay for this insurance to us, the last one, the mayor of the municipality has presented its project to form a public company that handles building insurance and technical workers. So all technical workers will be employed at that company and will serve schools”, Saliha claims.
The KP has also tried to contact the Parents' Council to announce their decision this year, but according to information from school, this year's Council has not yet been elected.
Meanwhile, directors of other Pristina high schools have been contacted about whether they have insurance or who pays it. According to data, it turns out that high schools of the same municipality are conducted in various forms.
In school “Sami Frasher”, “Ahmet Gashi”, “Jvdet Doda”, “Wehem Fablaj” and “Gjin Gazuli”, directors have confirmed that they have insurance and that students pay with the decision and consent of the Parents' Council.
While in professional schools “28 November”, “Hoxha Kadri Pristina”, “7 September” and “Abdyl Frasher”, the relevant directors have said that schools do not have any companies contracted for security, but that school staff does the task.
And at the school “Prenk Jamesa” and Mathematical Gymnasium, security guards paid Pristina municipality. The directors themselves have said that, while at the middle line “Alaudin”, security is paid by the Islamic Community of Kosovo. /21 Media
