Strong Mustafa against Thaci and Wessel: Stop lying

In a publication on the social network “Facebook”, Mustafa has told President Hashim Thaci, Chief Parliamentary Kadri Veselin, Justice Minister Abelard Tahiri, Health Minister, Ismajli Bridge and MP Kada Buyipi.
Mustafa far has written that the decision to establish association is signed by Hashim Thaci on behalf of Kosovo and Ivica Dacic in the name of Serbia.

Make me tell you enough not to lie, President Thaci, Speaker of the Veselin Parliament, Minister of Justice Tahiri, Health Minister Ismajli, deputy Kada-Bujupi.
I did not establish the Association of Serb majority municipalities as I was Prime Minister, nor did the LDK. The decision to establish the Association came up with the First Parations Agreement regulating normalisation of relations, the same. April 19th 2013, signed by Hashim Thaci, on behalf of Kosovo and by Ivica Dacic, on behalf of Serbia. This agreement has been ratified with special Law in the Kosovo Assembly with over 2/3 of MPs as an international agreement. Of the 15 points of the first Agreement, the first six points are dedicated to Association, signed by Hashim Thaci, as follows:
- An Association/United Commission with the Serb Majority in Kosovo will be established. Membership will be open to any other municipality if members are in reconciliation;
- The community/the association will be founded through the statute. Its disarray can be made only by the decisions of participating municipalities. There will be legal guarantees through application and constitutional law law (including rule for a majority of 2/3)
- The structure of Association/Unity will be founded on the same basis as the existing Kosovo Commission Association statute, for example. Chairman, Vice Chairman, Parliament, Council.
- In line with the pre-represented competencies with the European Charter of Local Self-government and Kosovo Law, participating municipalities will have the right to co-operate in the collective exercise of their competencies through the Community/Asciation. Association/Uniastia will have a full look at areas of economic development, education, health, urban and rural planning.
- The association/Uniastia will exercise additional competencies as can be delegated by the central authorities.
- The community/the association will have a representative role in the central authorities, and for that purpose there will be a representative at the Consultative Council of Communities. In fulfillment of this role, the monitoring function is established.
On August 25th 2015, I have signed the “Association/Resistance of the Serb-based municipality in Kosovo- core/elements”. The legal base section says:
1) The Kosovo Serb Majority Commission/United Community Association is founded as an association/community based on the First Agreement, the Law on Ratification of the First Agreement and the laws of Kosovo.
2) Based on the First Agreement, which recognises the particular character, the Kosovo government will adopt a directly applicable decree, which will be considered by the Constitutional Court. The Association/Uniship will be the legal entities defined with the station..
It is also foretold (Pice 21) that any amendment to the Stattu is subject to scrutiny by the Constitutional Court. In all conversations I was as Prime Minister and Mr. Thaci as deputy prime minister.
This document clearly says that association is founded according to Kosovo laws and that the statue is subject to the Constitutional Court. So nothing is final without the Constitutional Court's opinion.
That's why there's lies that association I founded as Prime Minister or LDK, that association with this document has executive competence and is the third power and that it is based on Resolution 1244.
Before I go to Brussels, I've asked for and taken the initial, written vows of the EU's top representatives that association will not be the third level of governance and that there will be no executive power. Those who have been with me in this process know that.
It is a shame to try to tarnish me and LDK with untruths, to create space to shop with Kosovo territory. These and their snares should be clear that they cannot break the LDK, that I will be at the helm of LDK by the end of the mandate and that for the upcoming elections we see and do, again, according to the will and confidence of LDK membership. /Periscopi
