Speaking of the Kosovo-Serbia dialogue, Solana wrote that in 2011, the EU launched a dialogue between Serbia and Kosovo, which has since produced significant benefits in terms of freedom of movement, trade, economic opportunities, security, justice, connection and many others.
Solana has written that it is not up to the EU to define conditions, they must come from leaders themselves. Meanwhile, Kosovo, even in Serbia, the leaders who are leading the dialogue, have already agreed to correct the borders.
“Of course, it is not the EU's right to dictate the conditions of conflict resolution, and it is clear that local ownership will be the key to any agreement that could come out of the” process, it wrote.
He has written that working with Mogerin, presidents Aleksandar Vuciq of Serbia and Hashim Thaci of Kosovo have accelerated their negotiations over the past months, with the goal of reaching a final, comprehensive and legal agreement.
“against this gradual normalisation of bilateral relations, the fundamental controversy between the two countries remains unresolved. Both sides are very aware that “status-quo” implies a high cost, preventing them from joining the EU and imposing an unstable burden on their respective economies”, he wrote further.
According to Solana, at this stage of dialogue it is essential to dominate care and fashion.
“The deployments of Vuciki and Thaci will largely depend on their willingness to formulate a real proposal that corresponds to the basic EU values. The two leaders have an opportunity to close their positions and measure the political ingenuity of the Serbian government and Kosovo”, he added further.
