The Social Democrat Party resolution for dialogue with Serbia has yet to find the support of MPs in the Kosovo Assembly.

Even MPs who have initiated this resolution say they have not yet received answers from parties in office and opposition whether they will vote on this resolution, which is in order day at today's Assembly session.

Most political party deputies have indicated that this resolution should be considered, but there are also those who say they will not vote on this resolution without including the negotiating team led by Kosovo Deputy Prime Minister Fatmir Limaj.

The Alliance for the Future of Kosovo MP (AAK), Teuta Haxhiu, has said the PSD's resolution on dialogue with Serbia will consider, and will make their contribution to bringing political parties to the country's common view of ending dialogue with Serbia.

Milaim Zeka Social Democrat Initiative deputy says he will not vote on any resolution, which does not accept the vote of the negotiating group proposed by Prime Minister Ramush Haradinaj in the package.

Social Democrat Party deputy (PSD), Dardan Moliqaj, considering the resolution proposed by this political subject as right, says they expect the political parties' support to adopt this resolution, though, according to him, they have not seen any response to this resolution by the incumbent and opposition parties.

“We have no official response from either opposition or ruling parties, we believe it has been a right resolution and very important time because we are already seeing all the political shocks that occurred after the spring season of the Parliament and its rest. Our resolution envisions a proper way and a regular process towards decision-making in the dialogue process, yet today it is the session at 6th of the agenda and we expect support from all political forces”, Moliqaj said.

Regarding the declarations of the Initiative's deputy, Milaim Zeka, who will not vote on any resolution without the involvement of the negotiating team, Moliqaj said that they expect this resolution to be approved first, as she, in this way, tasks the Kosovo Assembly with two-thirds to adopt the negotiating team and the platform for dialogue with Serbia.

AKR deputy Islam Pacolli says they will consider whether to support the PSD resolution on dialogue with Serbia.

According to him, they will not allow anyone to invade Kosovo's territory.

“We certainly are for the preservation of the territory of the Republic of Kosovo and for no condition do we allow anyone to violate the territory of the Republic of Kosovo, or touch the borders. Therefore, we have co-operation with all parliamentary groups even with the PSD, we will examine it and, of course, after the review we will place”, Pacolli said.

Otherwise, the resolution proposed by the PSD for the appointment of institutional responsibilities in the process of dialogue between the Republic of Kosovo and the Republic of Serbia at the July session had not received an epilogue in the Assembly due to lack of quorum.

The resolution on the appointment of institutional responsibilities in the process of dialogue between the Republic of Kosovo and the Republic of Serbia says:

  1. Political parties represented in the Republic Assembly agree that the fundamental responsibility for the prosperity of the dialogue process belongs to the Republic Assembly, being the highest legislative and decision-making body in the country;
  2. With qualified votes, with two-thirds of the total number of MPs, the Assembly approves the State Platform for Dialogue, which will serve as the basic document of fundamental principles and state positions in this important process;
  3. With qualified votes, with two-thirds of the total number of MPs, the Assembly mandates the bearer of dialogue. The mandated ones are held responsible by the Parliament along each stage of dialogue, and make decisions only in full agreement with it. The Assembly of the Republic of Kosovo preserves the right to sack carriers/when it estimates that the fundamental principles of the platform have been violated and when the process risks getting out of its framework;
  4. The republic's Assembly, in accordance with Article 69 paragraph 1 of the Parliament Rule, establishes a special Commission that will closely monitor the dialogue process. This Commission will be responsible to announce the Parliament's Headship and Parliamentary Seanka for any development in the dialogue process, and to seek regular parliamentary debates during its lifetime. The Dialogue Monitoring Commission will be run by the parliamentary opposition, while its composition will be set up according to the formula used in the Parliament's regular commissions.
