Opposition doesn't want participation in dialogue, but I want elections

The largest opposition parties, which are part of the Kosovo Assembly, say that without the departure of President Hashim Thaci from the chairmanship of dialogue with Serbia, they see no opportunity to get involved in that process. Party representatives also say that the Government, there is no legitimacy to lead with dialogue after it [...]

Party representatives also say that the Government has no legitimacy to lead with dialogue, as it lacks sufficient numbers to govern and lead important processes for the country.

Democratic League of Kosovo MP Driton Selmanaj told Radio Free Europe that dialogue should be led by the country's legitimate institutions.

The first “, the president has no constitutional legitimacy to lead with the dialogue process. He has usurped this process. The second LDK has concluded that Kosovo is in an institutional crisis. This government has no parliamentary majority to govern with the country, so there is neither legitimacy nor the government to lead with such an important and sensitive process as the dialogue process. For the LDK, the only solution is elections, which would then be sent to creditable and legitimate institutions”, Selmanaj said.

Selmanaj says that with the implementation of a new election process, there may be institutions which can guide the dialogue process with Serbia.

There is no other form that makes the LDK part of the dialogue process. We are considering that this government is minority, we are considering that the president has usurped the dialogue process and therefore only elections are those who return sovereign confidence to show who has full mandate to lead and there is such a delicate process for Kosovo”, Selmanaj said.

The Kosovo government has a platform for political dialogue with Serbia. On the drawn-up platform, the governing role has been entrusted to the president of state. The latter, according to the platform, is obliged on a regular basis to inform the Kosovo Assembly of talks taking place in Brussels.

In the Vetevendosje Movement, they say that, first of all, the dialogue process should be made an assessment to see how much agreements have been implemented. MP Arbury Nagavci told Radio Free Europe, that there should also be a general consensus for the process.

The move has made its position clear in relation to dialogue with Serbia. We think it's very important that as a first step, the assessment of the entire process over the years. Then it is important that we have a general consensus here, including academics and all the political spectrum, citizens mean representatives of the country's important institutions regarding the platform for dialogue, and of course the negotiating team will also be made up of persons with credibility and integrity and personal and professional alike”.

Under these circumstances alone, the movement could consider its possibility of becoming part of the dialogue in the future”, Nagavci said.

Kosovo President Hashim Thaci has called on parliamentary parties to assume its constitutional and legal responsibilities in the closing phase of dialogue with Serbia under way in Brussels, with the ease of the European Union. But these calls have consistently opposed opposition political parties.

Nagavci says that what is currently seen by Thaci in this process is that he neither has a platform nor a negotiating team, but only a personal project of it.

“Hashim Thaci now it is clear that it is unacceptable not as a name, but because this person throughout his head has had personal interest before the country's interest. It is not a bit of a creditory to lead the talks further, so in relation to Hashim Thaci Movement cannot become part of the markets and projects that are completely personal to him”, she said.

Even in the Social Democrat Party, they say it is meaningless that a process conducted badly for so many years will continue to bypass the country's highest body, the Kosovo Assembly. The PSD says it supports dialogue, but not its own source format.

MP Dardan Moliqaj has declared that the government, but also the president with their approach are showing they do not want to have a common consensus and platform for dialogue.

“We cannot go into the dialogue process for a broader consensus for the platform. Kosovo has usually consensused on people for teams and representatives. What we need is consensus on the matter of platforms on the subjects we're going to talk to. We can't be anybody's tail. Without coordination, there was no movement ahead of”, Moliqaj declared. Kosovo President Hashim Thaci continues to insist on the need to reach an agreement with Serbia, which, according to him, would ensure Kosovo sits in the United Nations Organisation and would open up integration prospects in NATO and the European Union.

But Thaci's commitment to dialogue is being challenged by the opposition, which is not supporting the ruling coalition in the Kosovo Assembly to appoint a negotiating team that, along with President Thaci, would be involved in talks with Serbia.

The opposition condition remains to initially prevent Thaci from implementing the eventual Kosovo border correction project, which would emerge as the product of an eventual agreement with Belgrade.

Currently, Kosovo and Serbia have entered the final phase of the dialogue, in which a final agreement that would imply normalising the reports between the two countries has been warned.
