Turkey urges Germany to do so, saying Gulen's movement lags behind the coup effort in Turkey in 2016.
Merkel made comments at a news conference in Berlin, together with Turkish President Recep Tayip Erdogan.
“We take Turkey's evidence very seriously, but we need more materials to classify this movement as terrorist, as we did with the Kurdistan Workers' Party” group, Merkel said.
Erdogan also asked Berlin to extradite, as he said, the hundreds of Gulen supporters living in Germany.
Erdogan is on a visit to Germany, trying to reduce tensions between the two countries.
In March of last year, Erdogan has compared German officials to the Nazis, as they have cancelled the gatherings, which he has planned to hold for the Turkish diaspora in Germany, on the eve of a key referendum on his power.
Berlin has also criticised Erdogan for suppressing political opponents, after a failed stamp in Turkey.
