KLA OVL Chairman Hysni Gucati said that with the publication of the Prosecutor's List with this move, announcing illegal beneficiaries of 20 thousand and 238 veterans, he has declared them suspects without giving them the opportunity to defend and challenge evidence that goes against them in the phase of the criminal investigation.
He said in this case that if the status was recognised, individually to each individual veteran in the verification procedure nthe government commission, according to him, even the veteran's proclamation as illegal beneficiary” should be made individually, through an act that should also contain the reasons why he was declared so and to give each one an opportunity to contest such an act of decision.

Kosovo's Special Prosecutor has filed charges against 12 members of the government Commission for verifying the status of war veterans.
More than 20,000 names of veterans allegedly illegally benefited from the state budget by becoming a veteran without being at war at all. These list along with the names of fake veterans has also been published by many who were members of the KLA.
