Nevertheless, Prime Minister Ramush Haradinaj has not been able to establish what the group's mandate will be.
The paper has asked whether this mechanism will be the only body to represent Kosovo in the final phase of the dialogue, whether it will be a team parallel to that of President Thaci, or whether it will work within the head of state team.
